Project Overview:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

 

Position Summary:

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Technical Writer/Editor at the Richmond, KY mall location. This position will report to the Technical Publications Supervisor at the BGCAPP project. This is a long-term assignment with a 4-10s schedule. The work hours are from 7:00 am – 5:30 pm. This position may require additional overtime hours as deemed necessary.

 

Responsibilities:

Planning, writing, editing, and proofreading moderate to complex documents and other print and electronic media. 

Planning the format of a document, organizing content, editing text and graphics, and providing instructions for final reproduction. 

Reviewing document requirements (including content and schedule) with customers. 

Recommending and coordinating document formatting and graphics design, resolving editorial and/or content issues and providing additional editorial support.

Editing or rewriting draft documents. Ensuring that the material is structured and formatted logically, and inconsistencies are resolved.

Preparing cost estimates, including costs for graphics, document formatting, and reprographics.

Monitoring job progress and alerting the responsible supervisor when the schedule appears to be in jeopardy. 

Providing production data for performance metrics.

Responsible for electronic file management, which may include access and configuration control.

Maintaining document and resource files (photos and support matter).

Maintaining the office style guide, as required.

Conducting research to support document production.

Assisting other technical editing staff, as required. 

Performing peer reviews of other technical editing staff.

Works overtime as required.  

 

Qualifications and Skills:

Basic Qualifications:

Bachelor’s Degree in Communication, English, Journalism, or related field and one year of experience in technical publications production or in lieu of a degree, seven years of progressive, relevant experience in technical publications production.

Must be a US Citizen or have the right to work and remain in the U.S. without sponsorship.

Must be able to demonstrate basic to intermediate proficiency in Microsoft Word. 

A skills assessment may be administered to test proficiency.

Must be able to demonstrate basic to intermediate proficiency in clerical proofreading. 

A skills assessment may be administered to test proficiency.

Must have good written and verbal communication skills, including spelling, grammar, punctuation, and proper use of syntax. 

A skills assessment may be administered to test proficiency.

Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *  

 

Minimum Qualifications:

Possesses proficiency with standard document formatting/editing/production software, including electronic comment incorporation, importing graphic files, formatting tables, and developing and applying templates.

Possesses basic knowledge of technical vocabularies and terminology used by various Engineering disciplines and Construction, Systemization, Laboratory and Operations departments.

Possesses knowledge of standard editing/proofreading marks and online editing/proofreading skills.

Possesses knowledge of production methods and techniques.

Demonstrates knowledge of formatting, editing, grammatical, and writing styles (e.g., Chicago, MLA, APA).

Functions well in a fast-paced environment and deals with pressure in a professional manner.

Works proactively; uses individual initiative; follows assignments to completion; and is attentive to detail, quality control, and deadlines.

Can independently work on simple to moderate complex jobs with minimal to moderate day-to-day direction while exercising individual initiative, discretion, diplomacy, and judgment.

Experience interfacing with authors, subject matter experts, publications staff, and document control staff while preparing and coordinating a full range of technical documentation and other publication products. Has strong interpersonal skills and a proven record as a team player with a high degree of flexibility.

Good oral and written communication and organizational skills.

Effectively deals with and quickly adjusts to changing priorities.

Must have customer service skills.

The ability to work effectively within an electronic document management system.

Intermediate skills in Microsoft® Office suite (e.g., Word, PowerPoint, Outlook).

Experience in Microsoft SharePoint.

Experience with Adobe Creative Suite.

May participate in Six Sigma activities.

Continually demonstrates sustained commitment to Bechtel’s “Zero Accidents” policy and support for Bechtel’s safety program through personal safe behavior/work practices, following all safety rules and procedures, and reporting unsafe work practices/situations.

Must be able to obtain/maintain a site security badge.  

 

Preferred Qualifications:

Possesses current/prior experience in a chemical demilitarization environment, a construction or plant operations environment.

Intermediate to advanced skills in general Microsoft Office Suite Applications, SharePoint and Visio. Possesses current/prior experience with editing program-level documents under strict deadlines and tracking/maintaining department metrics.

Current/prior experience in a joint-venture environment (i.e., interacting with customers and personnel represented by multiple companies and various government entities).

Demonstrates familiarity with a variety of project documents (e.g., plans, procedures, policies) and their review, comment resolution, and approval process.  

 

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP).

 

Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
