Purpose of the Assignment
The Rule of Law Specialist is responsible for advising INL East Africa Transnational Organized Crime (TOC) and the judicial / prosecutorial units of the criminal chain. More specifically, the Specialist shall:
Support the creation/enforcement of relevant laws that meet international standards
Advance capacities of the judiciary and prosecutorial sectors to effectively prosecute transnational organized crimes
Incorporate regional level segments to support effective and successful legal finish
Facilitate and promote coordination between prosecutors, investigators, and the judiciary

Project Delivery and Performance
Conduct a needs assessment (baseline) aimed at assessing the host institution’s capacity to investigate and prosecute transnational organized crime – with a focus on drug cases and maritime crimes
Develop capacity building plan based on the needs assessment
Implement approved activities plans (including the establishment of milestones)
Manage and monitor project associated timelines to ensure that tasks are completed to agreed quality criteria within the overall budget
Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into the activities.
Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
Liaise with any external suppliers, as appropriate, in consultation with the project manager
Supervise the implementation of project activities
Identify and manage risks so that maximum benefit to client and stakeholders is achieved
Manage and review product quality and ensure products are accepted
Identify and report potential areas for INL EA TOC engagement to the Project Manager and support accordingly
Identify threats to INL EA TOC regional program goals and objectives and report to the Project Manager.

Comply with all UNOPS policies and specifically the Project Management Manual.
Contribute to Project Initiation Documentation and other plan documents for approval by the Project Board through the project manager
Undertake project procurement activities as per UNOPS policies and rules.
Ensure that all expenditures comply with UNOPS Financial Rules and Regulations (FRR).
Support project audit activities, including planning, preparation and coordination during the audits and follow up on audit observations/recommendations.
Monitoring and reporting
Contribute to the establishment of an overall M&E plan and INL to approve it.
Establish performance monitoring tools to track progress and report against approved capacity building plans
Regularly review project activities status and evaluate performance criteria (scope, cost, schedule and quality).
Maintain diaries and progress reports as required by the organization’s standard procedures.
Actively contribute to data collection for M&E purpose

Stakeholder engagement
Establish solid working relationship with the Project Governance structures, clients and key stakeholders
Manage communications and ensure stakeholders are aware of the project activities, progress, exceptions and are in a position to accept handover products
Promote coordination between and/or among National and/or Regional judicial (judges), law enforcement (investigators), and prosecutorial (prosecutors) sectors
Promote and facilitate the coordination among INL East Africa Transnational Organized Crime (TOC), respective clients and stakeholders participate in the programme
Support the development of inter-agency information sharing protocols in each beneficiary country
Advise the Project Manager on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as ongoing operations) and support their communication to the client(s).
Quality assurance
Work with internal stakeholders to ensure projects comply with audit requirements.
Work with procurement, HR, and programme offices to ensure effective delivery of services to the best satisfaction of the stakeholders
Coordinate quality reviews of project outputs
Establish quality criteria for activities in the capacity building plan and secure stakeholder acceptance of requirements/needs definitions
Knowledge management and innovation
Review, assess, obtain stakeholder buy-in, and undertake capacity building activities for relevant partner agencies (e.g., judiciary, Office of the Attorney General) in the beneficiary countries on information collection, classification, sharing and integrity management related to investigation and prosecution of transnational organized crime cases
Participate in the relevant Communities of Practice
Actively interact with other relevant communities to share case studies, lessons learned and best practice on the Knowledge System.
Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
