Qualification and Experience
· Bachelor’s Degree or Diploma in any of the following disciplines: Civil, Agricultural Engineering, Soil, Water and Environment Engineering, Land and Water Management or its equivalent qualification from a recognized institution/university (emphasis in Water/Public Health/Sanitation)
· Minimum 5 years experience working in the WASH and irrigation sectors, especially in the Middle and Lower Shebelle Regions of Somalia
· Experience in design and supervision of piped water schemes, boreholes development and rehabilitations, and constitution and training of water management committees;
· Experience in survey and design, quality control, construction management and ability to train other persons;
- 2+ years experience in WASH facility construction
- Previous experience working with international organizations and NGOs in Somalia
- Ability to generate and interpret technical drawings
- Excellent communication capabilities.
- Computer literacy.
- Fluency in English (both oral and written skills)
- Strong commitment and Integrity
- Flexibility, and availability to perform other duties.

Duties
- Spearhead rapid/field needs assessment including Baseline surveys in WASH activities and determining the most technically appropriate water supply and sanitation options;
- Supervise the Development and/or rehabilitation of appropriate WASH infrastructure;
- Complete evaluations of current water access points and carry out WASH needs assessments in target communities.
- Support CEFA team to design and plan activities on construction/rehabilitation and repair of water supply and sanitation facilities.
- Ensure timely management services for WASH activities and provide technical advice for effective implementation.
- Supervise construction, repair, and rehabilitation of water supply systems and sanitation facilities in strict adherence to the set regulations and standards.
- Work with the Project Teams, Water Management Committees (WMCs), and other Community structures and local authorities on improved management and sustainability of WASH infrastructure.
- Undertaking feasibility studies and preliminary investigations.
- Organizing farmers’ meetings for irrigation participatory development;
- Supervising contractors and consultants working on irrigation projects for the Employer
- Provide regular reports on activities and program progress against the work plan and program activities.
- Maintain an up-to-date activity tracking tool (soft copies and hard copies) of all water supply and sanitation infrastructure-related activities.
