Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check with Local Check (NACLC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants must possess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Position Summary:
Manages the receiving, inventory, storage and issuance of project materials and equipment. Ensures accurate distribution of materials and equipment to Operation, Maintenance, and other project departments. Implements procedures and policies regarding material and equipment receipt, inventory, storage and withdrawal. Assists in early identification of surplus or unneeded material and coordinates material availability in support of project scheduled activities. Reports to and receives operational direction from the Acquisitions Services Manager. Provides daily direction to non-manual employees assigned to the warehouse receiving and inventory group. Maintains direct working relationship with project departments ensure that project personnel are provided with materials and equipment to support the completion of project activity.
Responsible for overall implementation of the Warehouse Program. Provides coordination with Material, Purchasing, Government Property, and other project departments.
Responsibilities:
Provides daily direction to non-manual employees to ensure all materials are received, inventoried, stored, and issued in accordance with project procedures.
Directs the physical count and inspection of arriving material.
Oversees the review of purchase order documentation including packing lists and bills of lading for completeness and accuracy.
Reviews Material Receiving Reports (MRRs) for completeness, accuracy, and timeliness.
Audits BPS / Maximo data for accuracy and timeliness, generates reports and graphs to illustrate metrics.
Ensures documentation is prepared to record unsatisfactory over, short, and damage conditions of material received; ensures that corrective action is expeditiously completed and that formal Unsatisfactory, Over, Short & Damaged Reports are prepared for permanent record.
Provides direction to assigned personnel to ensure that the location of material in storage is properly recorded on the appropriate storage records.
Reviews the accomplishment of physical inventories on a timely basis to ensure valid records are continuously maintained.
Participates in the project materials protection program in conjunction with other responsible groups within the project organization.
Maintains custody of project materials.
Oversees preparation of shipping documents and registers for materials shipped to off-site locations.
Develops Individual Jobsite Instructions for performance of work within area of responsibility.
Provides on the job training for assigned employees.
Responsible for the preparation and maintenance of Inventory Control Records.
Conducts self-assessments of the warehouse operations to ensure compliance with procedures and to identify areas for improvement.
Conducts annual performance reviews and recommends salary actions, classification changes, terminations, and transfers.
Develops project work hour estimates for Warehouse Operations.
Monitors project work and the expenditure of work hours within approved budgets.
Indoctrinates newly assigned personnel to the requirements and procedures of the global business unit, project, and Customer.
Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
Implements planned inventory control mechanisms, such as min-max and bag-and-tag, and uses Bechtel Procurement System (BPS) / Maximo tools to ensure construction material requirements are met.
Participates in Project Department and/or (Sub) Contractor planning meetings to be fully aware of operations plans and priorities.
Qualifications and Skills:
Basic Qualifications:
Level One
Bachelor’s Degree in Supply Chain Management or a related field and 9 years of related experience; in lieu of a degree 15 years of related experience
Must be a US citizen.
Level Two
Bachelors degree in a related field and 13 years of related experience in procurement/warehousing functions; OR in lieu of degree, 19 years of progressive related experience in procurement/warehousing functions
Must be a US citizen.
Minimum Qualifications
Must be able to clear a pre-employment drug screen, background check, and physical.
Basic skill in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, and Project management.
Knowledge of standard computer applications such as Microsoft Office.
Extensive experience in Bechtel Procurement System (BPS) and / or Maximo.
Preferred Qualifications
Possess the legal right to work and remain in the US without sponsorship.
Government DOD or DOE experience
Advanced knowledge of Field Procurement operations related to the receipt, storage and control of materials on a project.
Intermediate knowledge of Microsoft Office applications. Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting.
Basic experience, skill, and/or training in supervising workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling when delegated, training, terminations, and transfers.
