Project Summary

We are currently recruiting for long term career professionals, with an initial assignment supporting HS2.   As a Delivery Partner, Bechtel provides expert engineering, environmental, engagement and project management support for the Phase 2b of HS2. We focus on the delivery of Hybrid Bill through the parliamentary process and advice to HS2's sponsor, the Department for Transport, to assist her Majesty's Government in making and implementing investment decisions.

HS2 is a hugely important project for the country as it will generate economic opportunities for those communities and businesses between Birmingham, Manchester, East Midlands and beyond. HS2 will play an increasingly important part in the post Covid-19 pandemic recovery and this team is a key part of the engine to make this happen.

This role has an anticipated start date of March /April 2022 and permits part time remote working. This provides the opportunity to work from home part of the time and in the Birmingham office approximately 5 days per fortnight.  

1.JOB PURPOSE

1.1 The Value Management Lead is responsible for coordinating in driving out cost savings throughout the Phase Two development process.  The role focuses on ensuring delivery of the actions set out in the International Benchmarking Study whilst ensuring that the design continues to meet the requirements of the remit set out by the Department for Transport.

1.2 The role includes assisting the ongoing review of scope, costs and requirements to ensure that the best value solutions are identified and included within the design to enable Phase Two to be delivered within the available capital budget and to achieve cost saving targets.

 

2.      ORGANISATIONAL CONTEXT

  • HS2 Limited has been commissioned by the Secretary of State for Transport to develop proposals in respect of HS2, looking to deliver increased capacity on a high speed route between London and Birmingham as part of ‘Phase One’, and a further Phase of additional capacity between Birmingham and Manchester, and Leeds, known as ‘Phase Two’.

  • The Phase Two project has a number of milestones to achieve inorder to achieve the reported target Royal Assent in December 2024.  The process through to Royal Assent requires the further design development of the scheme incorporating the requirements of the scheme’s sponsor the Department for Transport.

  • In October 2014 the Prime Minister and Chancellor set out their aspiration of creating a Northern Power House to grow the economies of the North through improved transport links.  The development of this infrastructure needs to be aligned with the HS2 infrastructure to facilitate the introduction of future infrastructure schemes.  Additionally, the Department for Transport may choose to develop further options over the development lifecycle for Phase Two B which requires appropriate coordination.

 

3. RESPONSIBILITIES

The Value Management Lead is responsible for a number of areas, including:

  • Coordinate the development of a plan to deliver cost challenges across the Phase Two Development Scope;

  • Facilitate the roll out of the challenge programme which will ensure cost saving targets are delivered

  • identifying key intervention points and putting in place plans for appropriate work to deliver savings and demonstrably value driven design solutions;

  • work with other directorates to ensure that there is clarity over Scope of design standards and the Train Service Scope and the appropriate selection of these to deliver a value solution;

  • facilitate value engineering workshops and other interventions to optimise design solutions;

  • manage quantities of textual and numerical data utilising Excel or similar systems

  • work with the project controls team members to ensure challenge is applied to the cost model and that refinement of rates and quantities are applied as the design progresses;

  • work with Development Partners and Professional Service Contractors to ensure all aspects of the design are focused on making cost led decisions to support delivery within budget;

  • work with risk managers to ensure that the risk register and mitigation plans are appropriate;

  • where necessary work with DfT to ensure that remit items that have cost issues are flagged and their consequences clearly identified;

  • ensure all Phase Two products are reviewed for compliance with a cost led approach and that any potential issues are identified and where necessary modifications are incorporated;

  • coordinate work to bring forward potential changes to Scope and design to deliver cost savings and facilitate taking these through the change panel process; and

  • Lead a team of two VLUW Engineers.

 

4. KNOWLEDGE, SKILLS, EXPERIENCE

  • Experience of leading a small team working on value engineering and design optimisation on projects and programmes to achieve delivery within budget.

  • Experience of value engineering processes on complex, major projects and programmes.

  • Ability to challenge thinking and existing views in a positive manner to deliver improved outcomes.

  • Ability to develop effective working relationships with a range of stakeholders at a senior level.

  • An understanding of the technical requirements required in the development of a high speed railway.

  • Experience of working with Professional Services Contracts on delivery of technical outputs.

  • Ability to work within a complex technical team to deliver against objectives.

  • Some experience of negotiating and influencing skill

  • Literate with strong communication skills and an ability to translate complex technical information.

  • Developed awareness of dealing with sensitive information.

  • Experience of working within complex governance regimes to achieve positive project

outcomes.

 

5.   DECISION MAKING

  • The role carries no delegated authority. However, the person is expected to input into key decisions that are made by the Phase Two Development Director and the Change Panel.

 

6.   FACTS AND FIGURES

  • The role has direct line management responsibility for two Value Engineers.  The role has no budgetary responsibility, but is expected to manage input from Professional Services Contractors and members of the wider HS2 team.

 

7.   OTHER CONTEXTUAL

  • Works closely with other teams across HS2 Ltd and Department for Transport.

  • Requires frequent travel within the HS2 Phase Two region.

  • Requires strong personal resilience in a challenging, dynamic environment.
