Are you an experienced Agile delivery professional? Would you like to join a growing team delivering exciting data products and services to help ‘Keep London Moving’?

As Technical Delivery Manager in the Data & Analytics team you will be responsible for the end-to-end delivery of data products across multiple internal development teams and external vendors.  Interfacing with our development teams, project delivery teams and the wider Tech & Data organisation, you will be accountable for high quality development output and detailed planning to ensure technical changes are delivered on-time, within budget and in-line with customer expectations.

Key Accountabilities:

-  Manage the delivery of Data & Analytics services from multiple development teams which includes reports, applications and other interfaces that demonstrate data assets to serve users across TfL, whilst ensuring that all products released align with our architectural strategy, minimise tech debt and do not impact live services

-  Demand planning for work within the development teams, ensuring prioritisation is sought through the Technology and Data governance processes as part of project start-up and initiation

-  Accountable for the detailed financial planning, estimating new work and forecasting of resources in the development teams, based on the delivery roadmap

-  Track work carried out by the development teams and report defined metrics to Analytics Development and Delivery Manager within agreed timescales to ensure delivery standards are met continuous improvement is encouraged

-  Management of technical risk across complex multi-programme delivery to enable timeframes to be met and ensuring development teams work multi-functionally to plan and mitigate the risk of conflicts with data, technology, environments or interfacing teams/systems

-  Supplying, publishing (and tracking against) a short to medium term development runway, flagging any constraints or issues, with associated recommendations to the Analytics Development and Delivery Manager for mitigating action

Knowledge:

-  Recognised Project Management methodologies (such as PRINCE2 or APM), demonstrable experience with Agile delivery approaches (Scrum, Kanban, etc), an understanding of ITIL service management principles and their practical application within a Business Intelligence and/or Massively Parallel Processing (MPP) warehouse environment

-  Ability to apply techniques to lead and resolve conflicting priorities, ensuring consistent and timely decision-making that is cost effective and does not yield unnecessary risks to TfL

-  Knowledge and interest in the latest and new technologies likely to be employed in designing and delivering Enterprise-Wide data solutions in the chosen platform

-  Good working knowledge of BI/Data Warehousing development technologies and methodologies 

-  Knowledge of star schema and design, understanding of Kimball and Inmon data warehousing design 

-  Knowledge of standard methodology development and data encryption techniques and standards 

-  Knowledge of meaningful national / and international legislation pertaining to the Government / Public Sector IT - Data Protection Act, EU Procurement directives and Freedom of Information Act, including knowledge of basic confidentiality and data protection requirements 

-  Broad knowledge of customer facing and back-office technologies and architectures, particularly those that relate to public transport operations

Skills & Experience:

-  Ability to run multiple small development teams and whole lifecycle outputs of complex data and analytics projects, including but not limited to; the software/application itself, release documentation, operational documentation, training documentation, and design documentation 

-  Ability to build effective working relations with internal and external stakeholders at all levels across, ensuring delivery matches needs of end users

-  Ability to handle project outputs and managing conflicting priorities ensuring an appropriate balance of delivery schedule and cost with quality 

-  Running effectively with ambiguity across multiple vendors and projects, e.g. an interlocked plan 

-  Strong written and verbal interpersonal skills including ability to explain complex information with senior management and directors produce summary and feasibility reports on complex technical and business issues.  

-  Experience of detailed release planning and technical delivery of services through whole systems development lifecycle

-  Ability to influence people at all levels including negotiating and successfully facilitating joint decision-making

-  Ability to lead technical delivery across portfolio of complex, multi-vendor systems development projects

-  Proven history and track record in prioritising and delivering data and analytics development outputs to schedule and cost
