POSITION SUMMARY

The Portfolio Manager is responsible for general oversight and portfolio priority management for initiatives sponsored by portfolios outside of PBM Operations but impacting PBM Operations products or programs.

The PBM Ops BPO Portfolio Manager is responsible for continued alignment with cross-functional Service and Execution BPOs, both within PBM Operations and without, as well as key Technology partners. The ultimate goal of PBM Ops BPO Portfolio Management is to manage an overarching list of portfolio priorities that ensure, to the best of our ability, that portfolio funding is allocated to the most value-driving priorities. Portfolio Management responsibilities include Portfolio Intake (Single Entry Point), portfolio prioritization, financial management, reporting, and general support of technology planning and oversight for all initiatives sponsored by the Sales, Regulated Markets and Supply Chain Portfolios.

PORTFOLIO INTAKE RESPONSIBILITIES:

The Portfolio Manager must be prepared to initiate the Intake of any new sponsored by the Sales, Regulated Markets or Supply Chain business portfolios. This typically requires:

  • Collaborating cross-functionally with Account Teams and/or Business Sponsors to obtain the Problem Statement and Key Success Criteria, along with other necessary Opportunity Canvas details
  • Ensuring that all impacted stakeholders are engaged appropriately, including but not limited to Solution Architects (SA), the PBM Ops BPO Strategy team, key BPO and key Technology partners, to understand feasibility and to mitigate any potential disruption to business continuity

FUNDING & PRIORITIZATION RESPONSIBILITIES:

The Portfolio Manager must oversee the funding and prioritization process for each assigned initiative and ensure that each assigned initiative, if not cancelled, is formally assigned to a lead BPO for execution before closing the request. This typically requires:

  • Confirming/obtaining appropriate funding allocation and ensuring enterprise tools are updated appropriately
  • Notifying technology of approval of a new initiative/provide details for technology tracking purposes
  • Being willing and prepared to host or participate in discussions to support BPO and technology prioritization processes

OVERALL PORTFOLIO MANAGEMENT RESPONSIBILITIES:

Irrespective of assigned initiatives, the Portfolio Manager is responsible for assisting with any efforts to obtain, quantify and organize supporting data within enterprise applications. This allows Portfolio Management to:

  • Provide leadership early visibility to any potential risks well ahead of those potential risks occurring dependent projects.
  • Provide near-real-time reporting to any impacted Business, Technology, Strategic Planning partners
  • Provide a self-serve repository for the most up-to-date information for updates between regular status updates

ESSENTIAL FUNCTIONS:

  • Daily, heavy utilization of organizational methodologies, especially on the Agile framework
  • Understanding key technology interdependencies
  • Continuous cross-functional collaboration both internally and externally with Business and Technology partners
  • Overall initial assessment of projects of varying size and complexity
  • Overcoming widely varying challenges, obstacles and competing priorities
  • Supporting the vision and execution of PBM Operations
  • Responding to urgent issues without losing focus on longer-term deliverables
  • Collaborating with governing bodies to ensure appropriate allocation of funding for approved initiatives and timely updates on Portfolio investment status
  • Engage Business Sponsors regularly to ensure the business need-by date and value proposition is accurate in enterprise tools
  • Engage SMEs as appropriate during Intake, Ideation and Rapid Discovery sessions to identify all potentially impacted teams and t-shirt sizing
  • Drive the creation of Opportunity Canvases to fully describe the business intent, value proposition, potentially impacted teams and t-shirt size
  • Collaborate with BPOs and TPO’s in cross functional prioritization sessions
  • Champion the PBM Ops brand and enterprise methodologies (e.g. JIRA Align, AGILE)
  • Create and maintain regular reporting to be made available to PBM Ops BPO, business leadership,  technology partners and any other key stakeholders as identified
  • If needed, support technology planning efforts with fact-based data on business need-by date, value proposition and portfolio priority
  • Coordinate knowledge transfer with appropriate key stakeholders, where appropriate
  • Document any noted changes from Business Sponsors, BPOs, technology partners or other Portfolio leads
  • When appropriate, collaborate across multiple business groups to optimize both business and financial case for technology project delivery
  • Guide business sponsors on oversight, ownership and fiscal responsibility
  • Engage at a deep level in priority alignment with impacted BPOs and portfolios
  • Escalate issues, especially regarding prioritization, as soon as appropriate
  • Remain current on changes in enterprise methodology and enterprise applications                                               

This role is Flex/WFH which allows most work to be performed at home or on occasion at a Cigna office location. Employees must be fully vaccinated if they choose to come onsite.

QUALIFICATIONS:

  • Bachelor’s Degree in Business Administration, Communications, Health Care Management, Computer Science, Engineering or Mathematics or equivalent working experience required
  • 8-10 relevant work experience required
  • 3-5+ years of strong, cross-functional project management experience required
  • 3 to 5+ years of strong IT project management experience preferred
