Job Description

Project Overview:

The ML2 Project involves the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

 

Position Summary::

 

  • Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration. Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
  • Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
  • Represents Bechtel in contractual discussions of moderate complexity.
  • Administers information programs to ensure mutual understanding of subcontract terms and conditions.
  • Prepares periodic status reports for management.

JOB KNOWLEDGE

  • Basic knowledge of procurement regulations, policies and practices.
  • Specialized courses or experience in pricing, contract law, negotiations and accounting.
  • Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
  • Demonstrated oral and written communication skills.
  • Experience in developing contract types, fee arrangements and contract terms.
  • Experience in developing and recommending potential solutions to contractual problems to management.
  • Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Solid understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • Solid understanding of Cost Accounting Standards, and determination process for applicability to the work.

 

Qualifications and Skills:

Basic Qualifications:

Level One:

  • Must be a US Citizen or permanent resident of the US
  • Bachelor’s degree in Business, Supply Chain Management, or other industry related field and minimum 6 years of experience in subcontract/contract administration, formation, negotiations, and awards or 10 years of equivalent experience in-lieu of  Bachelor’s degree.
  • Broad knowledge and experience in subcontract administration of moderately complex construction and/or engineering subcontracts.

 Level Two:

  • Must be a US Citizen or permanent resident of the US
  • Bachelor’s degree in Business, Supply Chain Management, or other industry related field and minimum 9 years of experience in subcontract/contract administration, formation, negotiations, and awards or 15 years of equivalent experience in-lieu of  Bachelor’s degree.
  • Vast knowledge and experience in subcontract administration of complex construction and/or engineering subcontracts and capable of leading in contract negotiations.
