Project Overview:
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.
The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.
The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.
Positions may be located at the Construction Site (22 miles north of Richland) are on a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. All other work locations are on a 9-80’s scheduled, M-F 7 a.m. to 4:30 p.m. alternating Fridays off.
Position Summary:
Formulates, awards and administers large moderately complex subcontracts. Maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal, or technical difficulties. Negotiates with subcontractors and customers to obtain settlement and prepares change order and amendment documentation.
Responsibilities:
Formulates, awards and administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
Implement the Division Responsibilities Matrix which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Administration.
Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration and other major matters.
Administers moderately complex contract changes by negotiating with customer personnel and obtaining settlement.
Represents Bechtel in contractual discussions of moderate complexity.
Administers information programs to ensure mutual understanding of subcontract terms and conditions.
Prepares periodic status reports for management.
Qualifications and Skills:
Basic Qualifications:
Possess the legal right to work and remain in the United States without sponsorship.
Bachelor’s degree from an accredited university and a minimum of six years’ experience including but not limited to Procurement preferably in an engineering, procurement and contracts, and construction environment or in lieu of formal degree, a high school diploma or equivalent and a minimum of 12 years of progressive related experience including but not limited to Procurement and contracts, preferably in an engineering, procurement, and construction environment.
Minimum Qualifications:
Experience in both Contract Formation and Administration.
Experience and skilled in determining contract price reasonableness.
Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution.
Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site.
Possess the right to work and remain in the United States without sponsorship.
Excellent written and verbal communication skills.
Knowledge of standard computer applications such as Microsoft Office.
Preferred Qualifications:
Knowledge of contract types, terms, and legal requirements.
Knowledge of law, negotiations, accounting, or cost engineering gained through education or experience.
Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
Basic understanding of Cost Accounting Standards, and determination process for applicability to the work.
