Project Overview
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Position Summary
The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Senior I&C Startup Engineer at the Richmond, KY site location. This position will report to Thomas Riley at the BGCAPP project.
This is a long-term assignment with a DuPont work schedule.
BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays.
Responsibilities
- Plans, schedules, conducts, or coordinates detailed phases of startup, operations, or maintenance, including reviews of designs for plant operability and safety and jobsite pre-commissioning and startup assignments as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting requirements, unsuitability of conventional methods, or difficult coordination requirements.
- Assists with the preparation of site operations manuals.
- Plans, guides, or prepares project administrative and technical documents as required for startup, maintenance, operation, or testing.
- Coordinates startup between project engineering, construction, specialty staff groups, clients, and vendors.
- Assumes a lead role over other engineers for specific tasks as assigned. May direct overall startup activities on specific assignments.
- Trains assigned personnel and assists them in their professional development.
- Plans, guides, or prepares project hazard and environmental compliance assessments, as directed.
Qualifications and Skills
Basic Qualifications:
- Level 1: Must possess a bachelor's degree from an accredited college or university with 6 years of relevent professional experience; or in lieu of the degree 12 years of relevent professional experience.
- Level 2: Must possess a bachelor's degree from an accredited college or university with 9 years of relevent professional experience; or in lieu of the degree 15 years of relevent professional experience.
- Must be a US Citizen.
- Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *
Minimum Qualifications:
- Technical knowledge of startup, operation, maintenance, or testing.
- Knowledge of engineering systems, applications of startup and operations and some knowledge of application of computers to engineering problems; specifically, Allen Bradley & Rockwell automation.
- A broad knowledge of precedents in the startup and operations areas and a broad knowledge and a good knowledge of principles and practices of related areas.
- A good knowledge of industry and regulatory standards and design criteria pertinent to plant or equipment operations.
- Skill in oral and written communication.
- Knowledge of project-specific environmental compliance requirements. General awareness of environmental laws.
- Knowledge of government compliance standards.
- Is knowledgeable of applicable Environmental, Safety and Health regulatory requirements and how they affect operations.
- Knowledge of Bechtel’s “Zero Accidents†safety program.
- Plans, guides, or prepares project hazard and environmental compliance assessments and corrective action items.
- Computer literate in word processing, spreadsheets, and technical database applications in accordance with current Bechtel Standard Application Program (BSAP) standards.
- Familiarity with current industry quality standards.
Preferred Qualifications:
- Specific technical knowledge in PLC programming and operations including the Allen Bradley & Rockwell automation platforms. Proficient in ladder logic programming.
- Specialized training in relevant general engineering or an appropriate engineering discipline to meet job requirements. This training could be obtained through military or Industrial applications; and
- Practical work experience to the degree necessary to perform the responsibilities outlined above. This work experience to be in startup, operation, or other relevant experience in design engineering, construction, field engineering, or plant operation in industrial, process, or marine facilities.
