Cox Communications is searching for a Senior Technical Project Manager to join the Outside Plant Engineering & Construction (OSPC) organization. You will help support the management of the Tools Enablement portfolio or project activity and you will manage individual projects. You will plan, organize, secure, and manage resources to bring about the successful completion of specific project goals and objectives. Projects are temporary endeavors with defined beginning and end and are usually constrained by time and resources. You will partner with project stakeholders, internal customers, external vendors, and cross-functional teams. Common deliverables typically include the project charter, scope definition, requirements documents, work activities, project schedule, risk register, communication plan, resource plan, risk management plan, procurement plans, project budget, quality control plan, status updates, reporting, and tracking. You will also be asked to perform Business Analyst duties to analyze and assess all capability needs of our OSPC customers, including but not limited to, gathering and documentation of business requirements, validation of business requirements/user stories, documentation of test scripts for testing/training, facilitation of user acceptance testing, creation of user guides/methods & procedures (M&Ps), and end-user support. You will communicate well with the OSPC E&C Executives, Field VPs, Directors, Managers and Supervisors. You should have experience working directly with stakeholders to elicit all relevant information needed to document comprehensive requirements.
Primary Responsibilities & Essential Functions:
Tools Enablement Program Management
Management of Portfolio of OSP E&C Tools Enablement projects
• Facilitates weekly sessions with PMs and Platform Owners to review updates and project progress throughout the lifecycle of initiatives
• Individual PMs will have budget management responsibility at the individual project level.
• Facilitates cross functional alignment across Tools Enablement teams to ensure appropriate platform/process and support teams are engaged in specific Process and/or Tools enablement initiatives
• Proxy representation on portfolio status/updates to OSP E&C leadership team
• Proxy representation on EPM required forums, i.e. Entry Gate, LRC, Closeout, etc.
Management of Individual OSP E&C Process and Tools Enablement projects
• Leads small/medium and/or lower complexity Process/Tools Enablement projects under moderate to minimal supervision. Projects typically span across organizations (departments) but may also directly affect business unit and/or entire company
• Budget management typically includes tracking and monitoring spend to project milestones
• Develops detailed project schedules, project estimates, resource plans, and status reports; tracks key project milestones and adjusts project plans and/or resources to meet needs of customers
• Establishes and implements project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high-quality standards, and meet customer expectations
• Develops and executes management plans for time, cost, scope, quality, communications, risk, human resources, procurement and integration
• Reports on project progress throughout the project lifecycle or specific phases
• Communicates major milestones and identifies potential project risks; conducts regular status meetings to review project activities; manages prioritization procedures
• Measures progress toward goals and revises project objectives; documents applying change control procedures. Produce and report on KPIs and metrics
• Anticipates and identifies tasks required to support change impact analysis, assigning tasks to project team members, verbally communicating complex issues, verifying that tasks are completed, and communicating implementation status
• Builds relationships with key stakeholders and project resources to drive key decisions and ensure timely project completion
• Engages with full ownership to manage internal/ external customer escalations
BA Responsibilities and Essential Functions
• Manages their own day to day activities to ensure efficient and quality delivery of solutions.
• Documents requirements – leads a team of resources responsible for documenting requirements by using requirement elicitation techniques like brainstorming, requirements workshops, focus groups, etc.
• Validates requirements – cross referencing with all stakeholders to gain buy-in
• Analyze and interpret requirements for viability against the business objective and/or capability gap.
• Validate any new requirements for effect and impact on the existing solution
• Assist throughout the development and testing lifecycle activities – participate in unit testing of functionality and features to ensure alignment to requirement.
• Prepare end user documentation and manuals, along with show and tell and/or overview sessions of the final solution.
Qualifications:
Minimum:
• 7 years of experience in related field (i.e. Change management, process improvement, project management, Construction, Engineering, Application Development, Technical Operations) or academic equivalent training or projects.
• Working knowledge of project management and/or business analyst guidelines and methodologies
Preferred:
BS/BA degree in related discipline (i.e. Engineering, Computer Science, Business/Finance, or similar technical degree).
• Strong understanding of OSPC processes, programs and tools and will be working on activities that include, but are not limited to tools/solutions that enable programs such as, NT 2.0 (N0/Node Splits), WATTS implementation, Remedy ESRs/Cable Replacements, Residential Build/FTTH, as well as CB Retail and Carrier activities for Construction.
• Experience in telecommunications industry
• PMP certification, ITIL or Six Sigma
