Bechtel is on the Northrop Grumman Corp. team preparing to deliver the Next Generation Interceptor (NGI) system of inter-continental ballistic missiles and launch infrastructure. NGI is a vital Missile Defense Agency (MDA) program for the Department of Defense (DoD) designed to modernize the nation’s aging force of intercontinental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, Bechtel will provide launch system design, construction, and integration.

Position Summary:
This position is for a Senior Systems Engineer (SE) to execute systems engineering activities including requirements management, organization, validation, and verification of complex design requirements, within a model-based systems engineering environment for the Missile Defense Agency (MDA). The SE plays a critical role in the delivery of the Requirements Management and Model-Based Systems Engineering program for Bechtel work products and designs, as well as for coordination of the scope and integration of work with internal and external stakeholders. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, a can-do attitude, and the desire to innovate designs. This role will specifically support the NGI project.
Responsibilities:
This position will be responsible for executing systems engineering work assignments concerned with specialized unique engineering requirements in a global business unit. This involves exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions. The ideal candidate will have solid experience in executing requirements management, model-based systems engineering, industrial process modeling, and design development experience producing design documents for government customers in accordance with Unified Facilities Criteria and the Whole Building Design Guide. The candidate will be interfacing and coordinating with other engineering disciplines and the client in the management and verification of the facility requirements. The position will be responsible for developing key systems engineering documents and must have a broad knowledge of the industry and regulatory standards, and design criteria pertinent to engineering and construction. In addition, it will be required that the candidate have excellent communication skills (both verbal and written), can be the “face†of Bechtel, promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors.
Evaluates, selects and applies standard engineering methods, techniques, procedures and criteria, using independent judgment with limited oversight.
Interface with the ultimate DoD client/customer for Northrop Grumman for technical issue studies, resolutions, and recommendations
Develops functional/system analysis to define facility/system design requirements.
Establishes means of verifying requirements implementation, including acceptance criteria.
Supports development of the system and facility design criteria documents.
Support system-level design verification, requirements verification, test requirements specification and requirements flow down and traceability.
Develops key engineering documents related to the systems engineering discipline.
Perform model-based Systems Engineering using a commercial off-the-shelf (COTS) automation tool (e.g. IBM® Rationale DOORS®, Cradle by 3Sl or Innoslate by Spec Innovations).
Performs research and documentation that establishes system operations and limits that are obtained from the review of design and basis documents and from discussions with system designers.
Reviews and checks work of subordinate Systems Engineers.
Performs impact analyses for proposed requirement changes.
Executes periodic assessments to validate implementation and traceability of requirements into design.
Supports maintaining Configuration Management within the Program
Accountable for error-free deliverables.
Supports coordination with other technical disciplines in planning and executing work as an integrated team
Qualifications and Skills:
Basic Qualifications:
Level One: Bachelor’s Degree in Systems Engineering or a related field (e.g. Industrial, Mechanical, Chemical or Nuclear Engineering) from an accredited university or college with at least 6 years of relevant experience, in lieu of a degree, 12 or more years of relevant experience.
Level Two: Bachelor’s Degree in Systems Engineering or a related field (e.g. Industrial, Mechanical, Chemical or Nuclear Engineering) from an accredited university or college with at least 9 years of relevant technical experience, in lieu of a degree, 15 or more years of relevant experience.
US citizenship is required per contract requirement.
Possess active security clearance or the ability to obtain a security clearance
Minimum Qualifications:
Possess an understanding of Systems Engineering principles and methods, requirements management principles, and methods.
Experience working with Northrup-Grumman or other DoD OEM.
Relevant experience includes, but is not limited to, evaluating, selecting, and applying standard engineering methods, techniques, procedures, and criteria, using independent judgment with limited oversight to execute work supporting a model-based systems engineering program.
Knowledgeable of industry /regulatory codes and standards, and design and/or layout criteria pertinent to the systems engineering discipline.
Knowledgeable of application and coordination of systems engineering tools, such as CRADLE by 3SL, IBM® Rationale DOORS® or Innoslate by Spec Innovations on a program or project.
Excellent oral and written communication.
Experience with Microsoft Office programs, and other common computer programs.
Preferred Qualifications:
Experience working with procedures meeting quality assurance programs such as ISO-9001.
International Council of Systems Engineering (INCOSE) Certification.
Experience with system modeling and efficiency analysis.
Familiarity with implementation of requirements in the design of complex industrial facilities.
Experience with SE implementation on projects executed for DOD, or other similar government agencies.
Experience working on large, complex EPC contracts.
Experience with Unified Facilities Criteria and the Whole Building Design Guide.
