Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

 

UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

 

The UPF project has multiple work schedules that are subject to change and may require employees to work overtime and/or nightshift when a business need arises. The core construction working hours are between 7 a.m. and 5:30 p.m. Monday through Friday. The core engineering hours are between 8:00 a.m. and 3:30 p.m. Monday through Friday. Work schedule and overtime are to be approved in advance by supervisors.

 

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

 

Position Summary:

This position is for a Senior Systems Engineer (SSE) to execute systems engineering activities including management, organization and verification of complex design requirements, within a model-based systems engineering environment for the Department of Energy. The SSE plays a critical role in the delivery of the Requirements Management and Model Based Systems Engineering program for Bechtel work products and designs, as well as for coordination of the scope and integration of work with internal and external stakeholders. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate designs.  This role will specifically support the UPF.

 

Responsibilities:

This position will be responsible for executing systems engineering work assignments as described by INCOSE. This involves exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions. The ideal candidate will have solid experience in executing requirements management, model-based systems engineering, industrial process modeling, and design development experience producing design documents for the government customer. The candidate will be interfacing and coordinating with other engineering disciplines and the client in the management and verification of the facility requirements. The position will be responsible for developing key systems engineering documents and must have a broad knowledge of industry and regulatory standards, and design criteria pertinent to engineering and construction. In addition, it will be required that the candidate have excellent communication skills (both verbal and written), can be the “face” of Bechtel, promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors.

 

In accordance with INCOSE standards, review and prepare systems engineering documents related to the requirements generation, management, and verification.

Properly interpret and apply codes & standards and customer design requirements, for the compilation of verification evidence.

Evaluates, selects, and applies standard engineering methods, techniques, procedures and criteria, using independent judgment with limited oversight.

Develops functional/system analysis to define facility/system design requirements. 

Coordinate with other engineering disciplines, review project design criteria, vendor drawings/manuals, construction inspection records and start-up test reports.

Establishes means of verifying requirements implementation, including acceptance criteria. 

Coordinate technical issues with Startup & Commissioning for support of Operational Readiness.

Develops system and facility design criteria documents. 

Support system-level design verification, requirements verification, test requirements specification and requirements flowdown and traceability. 

Develops key engineering documents related to the systems engineering discipline.

Perform model-based Systems Engineering using a commercial off-the-shelf (COTS) automation tool (e.g. IBM® Rationale DOORS®, Cradle by 3Sl or Innoslate by Spec Innovations).

Performs research and documentation that establishes system operations and limits that are obtained from the review of design and basis documents and from discussions with system designers. 

Reviews and checks work of other Systems Engineers. 

Performs impact analyses for proposed requirement changes.

Executes periodic assessments to validate implementation and traceability of requirements into design.

Supports maintaining Configuration Management within the program

Accountable for error-free deliverables.

Supports coordination with other technical disciplines in planning and executing work as an integrated team

 

Basic Qualifications:

Level One: Bachelor’s Degree in Systems Engineering or a related field (e.g. Industrial, Mechanical, Chemical or Nuclear Engineering) from an accredited university or college with at least 6 years of relevant experience.

Level Two: Bachelor’s Degree in Systems Engineering or a related field (e.g. Industrial, Mechanical, Chemical or Nuclear Engineering) from an accredited university or college with at least 9 years of relevant technical experience.

US citizenship is required per contract requirement.

Possess active security clearance or ability to obtain security clearance 

 

Minimum Qualifications:

Possess understanding of Systems Engineering principles and methods, requirements management principles, and methods.

Relevant experience includes, but is not limited to, evaluating, selecting, and applying standard engineering methods, techniques, procedures, and criteria, using independent judgment with limited oversight to execute work supporting a model-based systems engineering program.

Knowledgeable on industry /regulatory codes and standards, and design and/or layout criteria pertinent to the systems engineering discipline.

Knowledgeable of application and coordination of systems engineering tools, such as CRADLE by 3SL, IBM® Rationale DOORS® or Innoslate by Spec Innovations on a program or project.

Excellent oral and written communication.

Experience with Microsoft office programs, and other common computer programs

 

 Preferred Qualifications:

Experience working with procedures meeting quality assurance programs such as ISO-9000.

International Council of Systems Engineering (INCOSE) Certification.

Experience with RAMI/FMECA analysis.

Experience with system modeling and efficiency analysis.

Familiarity with implementation of requirements in the design of complex industrial facilities.

Experience with SE implementation on projects executed for DOE, or other similar government agencies.

Experience working on large, complex EPC contracts.
