Project Overview
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains utilizing the ConocoPhillips Optimized Cascade™ process with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA utilizing Chart IPSMRâ„¢ liquefaction technology, and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Responsibilities:
- Develops and issues contracts and services agreements as assigned by performing the following:
- Prepares bidders’ lists
- Pre-qualifies bidders
- Forms bid request packages
- Issues bid request packages to approved bidders
- Coordinates bidders’ questions and answers to those questions
- Receives bids
- Evaluates bids commercially
- Prepares Commercial Bid Summary and recommendation letter
- Recommends and secures approvals in accordance with established procedures
- Prepares contract documents for execution
- Prepares and maintains control and status reporting documents
- Prepares and organizes assigned Contracts sponsored meetings, such as bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the client and contractor on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.
- Assists project Contracts team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions.
- Participates in negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor.
- Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures.
- Demonstrated experience and courses in pricing, accounting, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling
- Knowledge of and experience with (sub)contract formation, home office and field procedures and documents relating to a multi-discipline construction project; Applies that knowledge and experience to improve project performance.
- Working knowledge of engineering/construction industry contracting, purchasing, and material management practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices
- Possesses experience and knowledge of commercial functions and work experience of a progressively responsible nature
- Experience in developing and recommending potential solutions to contractual problems to management.
Qualifications and Skills:
Basic Qualifications
- Bachelor’s degree in Business, Supply Chain Management, or other industry related field
- Demonstrated oral and written communication skills, particularly in respect of working within a diverse, multinational team
Grade 25:
- Minimum 6 years of experience or 10 years of equivalent industry experience in-lieu of a degree.
- Prior experience in subcontract/PO formation, negotiations, and awards.
- Ability to work with minimal oversight and direction
