Job Description

Project Overview:

Bechtel has joined the Northrop Grumman Corp. team preparing to deliver the U.S. Ground Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles, or ICBMs, and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation’s aging force of ICBMs, which make up the ground element of the nuclear deterrent. Our team’s scope will include launch system design, construction, and integration during the engineering and manufacturing development phase. Candidates for unescorted access to Department of Defense (DoD) facilities must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment. The ability to obtain/maintain access to the project facilities is required. Must be physically fit and able to work safely at these facilities. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. 

 

Position Summary:

This position reports and receives direct supervision from the GBSD Project Audit Compliance manager. This position participates in the implementation of the quality programs, independently performs complex professional assignments requiring the application of specialized and/or advanced quality principles. Direct personnel on activities pertaining to the quality program. This is a highly interactive position that requires communication with individual contributors, line management, and senior leadership. Applicants should be comfortable interacting with personnel at all levels in the project and corporate organization both individually, as well as in large group settings. Make contact with project and staff personnel in engineering, procurement, construction, supplier quality, admin services, start-up and test, operations, project management, others, as required by assignments, to impart or obtain program compliance, and with client personnel when directed to impart and gather program information. This is a long-term assignment to Vandenberg Space Force Base (VSFB) with a Living Away from Home Option (LAFHO). This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays. This position may require travel and additional overtime hours as deemed necessary. 

 

Responsibilities:

Participates in the development and management of the Quality Audit and Surveillance Program.

Prepares quality audit and assessment checklists and participates in quality audits and surveillances of the scope as an auditor, prospective lead auditor or a qualified lead auditor.

Monitors engineering, safety, environmental, procurement, construction, start-up and test, operations, and other activities related to the quality program/plan.

Reviews and monitors nonconforming conditions and associated corrective actions.

Reviews and reports on documents to ensure the inclusion of applicable quality requirements.

Identifies quality problems, recommends solutions, initiates documented actions and verifies implementation of solutions.

Reviews and reports on associated quality-related procedures and manuals for conformance to project quality management plan requirements.

Drafts quality procedures for review, approval, and issue in accordance with approved procedures.

Drafts revisions/amendments to the project quality management plan.

Reviews and reports on new or revised regulatory requirements and their impact on the established quality program.

Follows up on actions taken in response to audit findings to ensure adequacy of completed corrective actions.

Communicates and interacts with designated client quality personnel.

Provides technical direction and assigns work to subordinates and others who assist on specific assignments.

Reviews and checks work.

Works with other project or staff personnel to develop corrective action plans which assist in the resolution of complex issues.

Provides input into the development of standardized metrics and responds to engineering, construction, procurement, and others who request guidance on implementation of quality requirements.

Reports to management on the effectiveness and implementation of the Project Quality Program.

Analysis of audit and surveillance data to identify and drive project improvement actions.

Conduct training as needed for Bechtel Personnel.

Support management and coordination of project training activities.

Support client relations and communication for project quality program compliance initiatives and training.

Complete other duties as required in areas of quality in support of the project quality function.  

 

Qualifications & Skills

Basic Qualifications:

Level 1: A bachelor's degree in engineering or other technical discipline or equivalent experience in fields of quality, engineering, environmental, procurement, construction, testing, operations, or business administration from an accredited university and 6 years of relevant quality experience; or in lieu of a degree, 12 years of relevant experience including experience leading a quality function.

Level 2: A bachelor's degree in engineering or other technical discipline or equivalent experience in fields of quality, engineering, environmental, procurement, construction, testing, operations, or business administration from an accredited university and 9 years of relevant quality experience; or in lieu of a degree, 15 years of relevant experience including experience leading a quality function.

This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.

Must be a U.S Citizen / be able to work and remain in the US without sponsorship and have the ability to obtain and retain project security badge(s), as necessary for travel.

Knowledge in the application of engineering, environmental, procurement, construction, start-up and test, or operations practices sufficient to comprehend specified engineering, environmental, procurement, construction, start-up and test, operations, and regulatory requirements.

Knowledge of the quality principles and their application to the project.

Proficient at directing, facilitating, and leading diverse teams to achieve timely deliverables.

Flexibility to respond to urgent requests and changing priorities.

Experience establishing, monitoring, and analyzing data and reporting results to management.

Demonstrated ability to motivate and influence change at all levels of the organization.

Ability to take initiative, maintain confidentiality, meet deadlines, and work in a team environment.

Knowledge of regulatory requirements and applicable standards that impact the quality program.

Knowledge of the quality principles and programs and their application to other functions.

Knowledge of the application of corrective actions and nonconformance reporting and closure processes.

Strong oral and written communication skills and outstanding leadership, interpersonal skills, and organizational abilities.

Experience in delivery of training in a classroom environment and facilitation of meetings.  

 

Preferred Qualifications:

Qualification as ISO 9001:2015 Lead Auditor, or ability to become qualified within 3 months.

Six Sigma Black Belt, Yellow Belt certification, or extensive training.
