Overview of Role

A great opportunity has arisen within the diverse and inclusive workforce of the TfL Commercial Property Management team for a Senior Property Surveyor who will contribute to the growth of the business and day-to-day running of the department.

You will support the Senior Property Manager and you will be contributing to asset strategy where required and responsible for managing a designated segment of the GLA portfolio with interface with our outsourced managing agents , development team and our customer tenants.

You will be responsible for driving continuous improvement linked to our agreed Values, Aims and Objectives and applying our strategic goals. You will be responsible for the financial output of the team from budget planning, to reporting, to measurement against milestones, constantly reviewing the team to ensure best value is driven from the portfolio, in terms of income, expenditure and customer service. You will work closely with the GLA financial accounts team to ensure all income is demanded and accounted for correctly for the portfolio. You will have key interaction with your peers as well as external stakeholders including legal advisors, building and facilities teams, property consultants and managing agents. The Income budget will be in the order of £5-10m per annum.

You will assist in the monitoring of Health & Safety compliance by tenants and consultants and act as the interface between tenants and other internal teams for the provision of property management services. You will undertake and handle the negotiation and agreement of property transactions and contracts.

Key Accountabilities

• Undertake and be accountable for the delivery of all day-to-day Property Management services with support from our outsourced suppliers.
• Deliver professional services aligned to each property asset strategy including; Lease renewals, rent reviews, lease variations, dilapidation claims and other contractual and statutory processes for residential and commercial property
• Application of appropriate and timely property management techniques, methodologies and processes, as agreed within TFL and legal protocol
• Responsible for management of voids in your portfolio, leading to minimize void periods and advise on maximising rental income. Work closely with Asset Management and Development to achieve best value
• Lead a small team of surveyors/external managing agents and ensure their portfolio is run with appropriate property management techniques, methodologies and processes, as agreed within TFL
• Responsible for working collaboratively with Asset Management, Operational Property, Service colleagues, GLA colleagues and Property Development to input and advise on their asset strategies and align team output. Work continually to maximise best value for income or expenditure.
• Set, manage and be responsible for a defined property budget and be responsible for the achievement of income targets and effective control of expenditure. Income budget will be in the order of £5-10m per annum. Set and manage actions and priorities in respect of credit control.
• Lead negotiations in respect of higher value or complex lease agreements with tenants and other property transactions,
• Negotiate complex and large cases. Provide guidance and support for junior staff. Conclude lease negotiations
• Manage Landlord and Tenant matters involving queries, contract negotiations to ensure that standards for customer service are maintained at a high level
• Ensure that all commercial accountable transactions, recharges, lease events, asset valuations and other services are provided in a timely, accurate and effective manner in accordance with contractual obligations, data management and service level agreements.
• Responsible for all estate management for the portfolio - from reactive to planned works, instructing the property and facility team to complete works and then signing off at completion.
• Responsible for monitoring facility standards of your properties and reporting any issues to the facility and property teams

Skills

• Demonstrate the ability to recognise key business risks, on both direct casework and devise strategy to resolve issues

Knowledge

• Educated to Degree level and experienced MRICS or FRICS professional
• Good all round knowledge of the law and practice in relation to property management and ability to adapt this to both a complex transport environment and public sector constraints.
• Detailed technical property knowledge in relation to landlord and tenant legislation, negotiations, rental valuations and complex and technically demanding cases, with an understanding of town planning, valuation, facilities management and building surveying principles.
• Demonstrable knowledge of property accounts, including financial planning and management accounts with ability to plan and set budgets across team wide portfolio of properties including complex cases, keep forecasts up to date to ensure budget delivery.
• Able to hold their own opinion with legal professionals engaged on projects and demonstrate reasoned solutions
• A Health and Safety qualification to NEBOSH Certificate level or equivalent is desirable.
• A horticultural qualification or experience of managing green space (parks and land) and landscape consultants/contractors is desirable.

Experience

• Substantial relevant experience of general practice surveying including lease renewals, rent reviews, tenant vacations, dilapidations, credit control, valuation and litigation.
• Demonstrate you have the ability to deal with managing standards of building facilities
• Consistent track record in delivering all key activities to deadlines and budget.
• Demonstrate significant experience in organising and prioritising large volumes of case work.
• Deep understanding of property markets and experience of customer requirements
• Experience of applying property law and managing litigation including instructing lawyers and attending meetings with Counsel.
