Assignment:

This is for a Senior Project Manager to lead the execution planning, scheduling, estimating, and overall proposal development for multiple large EPC projects. They will be assigned to the Major Project Development Group (MPDG), reporting directly to the MDPG Manager. The MPDG is responsible for developing and securing large EPC projects in the global Infrastructure market, and will be based out of London, UK; but could be relocated to another location in the future depending on the needs of the business.

Job Summary:

This position will be the Senior Project Manager and responsible for overall development of the execution strategy, contract packaging, self-perform and subcontract execution structure, join venture relationships, estimating and commercial strategy. The Senior Project Manager will manage the team that develops the execution plan and commercial approach, including working with the functional teams, SME’s, and other internal and external resources to develop the execution strategy and proposals. The MPD Group covers major EPC projects around the world in the Infrastructure business, mainly focused on heavy civil, water, and rail projects (e.g. motorways, bridges, hydro, pumped hydro, water conveyance, and rail projects)

Job Responsibilities:

Supports the MPDG manager in the identification, assessment, and screening of major EPC projects.

Develops the overall strategy for construction planning and execution activities including the DOR for Bechtel, subcontractors, suppliers, clients and their representatives.

Supports identifying the required consultants / third parties to develop the proposal, and responsible for the procurement and delivery of the companies during the proposal development.

Travels to country / project locations to assess the market, specifically around construction craft capabilities, engineering consultants, subcontractors, suppliers, logistics, training institutions, and general stakeholders to develop an execution plan to support proposal submission and successful project delivery.

Responsible for planning of resources required including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.

Overall responsibility for developing an execution plan, schedule, and estimate to support the delivery of an EPC proposal and successful project execution.

Develops an execution plan, strategy, and culture with Bechtel’s Zero Accident Philosophy, security, housekeeping, and fire protection.

Leads the development of construction schedules, methods, construction craft charts, and material and equipment requirements.

Responsible for ensuring effective relationships, DOR’s, execution strategies and communications with proposed joint venture partners.

Plans and establishes procedures to ensure construction operations meet engineering designs and specifications.

Establishes the strategy for implementation of project procedures and objectives within corporate policies and procedures

Maintains an effective relationship with functional departments and manages all the team members involved in the execution planning and proposal.

Leads for the development of an effective environmental and community relations plan

Leads the development of project startup plans and activities as required.

Identifies and understands the required permits and licenses needed to support the project, especially the project start-up in the project location.

Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.

Establishes the appropriate project Quality Policies.

Establishes the appropriate project Labor Management Plan.

Basic Qualifications:

Has at least 20 years of experience in major EPC project delivery.

Been the project manager / project director on at least 2 fixed price / unit rate large EPC projects with a contract value greater than $1bn USD each;

Was the senior manager (project manager or construction manager) for the development of at least 2 large EPC fixed price / unit rate bids/proposals that had a contract value greater than $750m USD;

Been a project manager or construction manager where a large portion of the works were on a self-perform basis including executing with their own equipment;

Has experience establishing bottoms up estimates including establishing labor productivity rates, equipment utilization rates, and indirect operational costs;

Has project management experience in Europe, Middle East, Africa, or Latin America; and,

Has delivered projects in at least 2 countries.

Additional Qualifications:

A recognized degree in an engineering or scientific discipline, and/or

Prior extensive work experience leading to a thorough understanding of the knowledge described above.
