JOB PURPOSE 

To support the Phase 2B Project Director in the coordinated development of the Hybrid Bill for Phase 2b, the Senior Project Manager – Development will operate across all Lots, providing a consistent approach to development. As required, the Senior Project Manager – Development will project manage the delivery of processes and tasks relevant to successful delivery of Phase 2b as a whole, e.g. development of Baseline 2.0.

ACCOUNTABILITIES  

·      Manage and lead a multi-disciplined team of senior technical and project controls professionals to provide the consistent framework for Phase 2b Hybrid Bill development. This team shall comprise a mix of permanently allocated staff and temporary secondees from the Area Teams depending on the extent of development tasks ongoing.

·      Work with the Phase 2 Technical Director and their team to adapt and develop suitable processes to facilitate the consistent development and assurance of the Phase 2b Hybrid Bill. This will involve close coordination with the relevant technical leads to encourage fit-for-purpose processes which allow flexibility to develop the scheme.

·      Work with the Commercial and Project Controls Directors to adapt and develop suitable processes to report and manage the development of the Hybrid Bill to schedule, capital cost and development budgets. This is to include, but not be limited to:

·      Lead the development of and track progress against the Hybrid Bill delivery programme;

·      Lead the development and management of the capital cost trend programme;

·      Manage the monitoring of and control the development budget spend.

·      Identify any gaps in work process and lead the development and integration of suitable procedures and work processes to fill those gaps.

·      Coordinate and lead the Area Managers in the understanding and consistent application of the processes to develop the scheme.

·      Develop and maintain close relationships with the PSC Project Directors to understand the challenges facing scheme development and develop strategies to address them before they become critical.

·      Lead coordination and delivery of Baseline 2.0 to the DfT.

·      Identify and lead on the development of specific tasks as they emerge, using seconded staff as required. Develop these task to a point at which they can be transferred to one of the Area delivery teams.

SKILLS

The ability to communicate effectively with all partners and stakeholders, for example, from HS2 Board level, PSCs, in-house technical teams, affected parties, Members and officers from local authorities. This skill is essential to steer the design of the project in the right direction and to explain it and get buy in from all levels of stakeholders. Experience of working at a senior level in complex organisations.

Excellent track record of programme managing the development of large, complex projects in a civil engineering or similar field, including major commercial, financial, project management and project controls experience.

Demonstrable stakeholder management capability from shop floor to board level.

KNOWLEDGE

Degree, HND or equivalent professional qualification in a relevant discipline (or equivalent experience).

Chartered status with a relevant body.

Understanding of and experience of working within matrix organisations.

Knowledge of all aspects of the project lifecycle from project inception, through concept, preliminary, or detailed design, to construction, commissioning, handover and operations.

TYPE OF EXPERIENCE

Strong track record of leading multi-disciplined / multi-functional teams on infrastructure projects at a development and delivery level.

Experience of developing delivery programmes on multi-disciplined projects, including experiences of the interfaces and cross-discipline dependencies.

Demonstrable experience of the successful management of large-scale budgets within a commercial environment, including operating trend and cost control processes.
