Project Overview:
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required.  Must be physically fit and able to work safely at an operating plant. Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligible applicants are preferred to be a US Citizen and successfully go through a government screening process.

 

Selected candidates will be eligible to participate in the Employee Retention Incentive Program, which will provide up to 42% of base compensation. The selected candidate will report to the Central Cost Supervisor.

 

Principal Responsibilities include but are not limited to:

  • Conduct cost and schedule studies and analysis.
  • Perform and/or coordinate Organizational Self-Assessments.  
  • Perform cost engineering and/or scheduling functions as assigned by supervisor.
  • Understands the project scope, schedule, and cost objectives and works with the assigned department(s) to develop and implement plans for successful execution that integrates project execution. 
  • Develops mid-range tactical delivery plans that support interdisciplinary coordination within an effective planning horizon.
  • Develop and maintain project controls and project metrics as assigned.
  • Prepares performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
  • Collaborates with supply chain and other project team members to identify, analyze, and provide innovative solutions to planning/scheduling and cost engineering challenges.
  • Completes all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource-loaded Integrated Master Schedule, Cost Processor, and associated software tools.
  • May support material release process to include: 1) determining adequate budgets; 2) determining if trends are required; 3) develop change documentation via trend or baseline control process;  4) Routing material through FMR/FSR approval process.
  • Supports development of cost and scheduling standards and procedures. Compiles, summarizes, updates, and maintains historical cost and schedule data.

 

Basic Qualifications:

  • Level 1: Bachelor's degree from an accredited university with at least 6 years of professional experience or in lieu of degree, a high school diploma or equivalent and at least 12 years professional experience.
  • Level 2: Bachelor's degree from an accredited university with at least 9 years of professional experience or in lieu of degree, a high school diploma or equivalent and at least 15 years professional experience.
  • This role requires a facility-specific clearance that requires U.S. Citizenship to obtain.
  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

 

Minimum Requirements:

  • Demonstrated proficiency in oral and written communications.
  • Recent experience in Project Controls related functions.
  • Proficient in using Project Controls software applications such as Cost Processors, Primavera, etc.
  • Proficient in software applications such as Excel, Word, and PowerPoint.
  • Skilled in oral and written communication and providing management briefings.
  • Working knowledge of Earned Value Management System (EVMS) requirements.

 

Preferred Requirements:

  • Demonstrated experience in process improvement.
  • Working knowledge of Primavera P6. 
  • Multiple years government certified Earned Value Management System experience. 
  • Flexibility to respond to urgent project requests and/or changing priorities.
  • Ability to work under pressure and with minimal supervision.
  • Demonstrated ability to work effectively across project organizations.
