The Strategy, Policy and Climate Directorate (SPoCC) is responsible within UKEF for contributing and responding to government strategy and policy developments, oversight of corporate strategy and planning, setting policy, maintaining and developing UKEF’s product range UKEF’s approach to Climate Change matters and Sustainable Development Goals, and engaging internationally in UKEF’s capacity as an Export Credit Agency (ECA).
It includes a Policy and Products Division. The Policy and Products Division’s responsibilities are to ensure that UKEF is supported by a suite of policies and products to meet the needs of exporters, complementing those available from the private market. The Division also leads the development of UKEF’s policies, practices, processes and procedures in fulfilment of UKEF’s statutory and international regulatory requirements as well as ensuring that the policies set by government are implemented within UKEF.
UKEF is hiring a number of senior adviser roles across the Division to help meet our Business Plan objectives.
These roles will variously include:
• Steering the development of UKEF’s policy suite and new or updated products and trialling new ways for the Department to respond flexibly to changing market conditions.
• Supporting the delivery of external engagement, mainly with Civil Society and non-government organisations. This includes developing and implementing a civil society and NGO engagement strategy, working
with others across government, other ECAs and financial institutions to follow best practice where applicable to UKEF. This will involve working closely with UKEF’s cross-government strategic engagement lead
and key government stakeholders notably CO, DIT, BEIS, FCDO and others.
• There will be opportunities to manage staff: setting objectives, delegating work, coaching, training and development, and managing performance.
Underwriting Policy and Products
• Alongside colleagues within the Policy and Products Division, contribute to the formulation of policy and product strategy and design.
• Lead on the development of UKEF underwriting policies and practice, when appropriate from first principles, to policy dissemination and/or the lifecycle of product development. This may involve complex and
extensive liaison with customers, underwriting colleagues and other Departmental professionals, legal, IT etc.
• Work closely with colleagues to ensure that policy and product changes (and other Divisional outputs such as advice to underwriting colleagues) are cohesive, comprehensive and fit for purpose, as well as
aligned to international regulations applicable to export credit agencies and government policy.
• Create or review supporting documentation in respect of UKEF’s policy and products, for the benefit of internal and external stakeholders.
• Participate at a senior level in industry developments which may be led by external organisations, e.g. UK Finance.
• Participate in promotional activities that raise awareness of UKEF and its products, as required.
Cross cutting policy
• Supporting the development and management of policy areas of responsibility, which will include:
o UKEF's response to relevant government policy, such as managing public money, the Green Book, modern slavery, public sector equality duty, transparency, diversity impact assessment, etc
o translating government requirements for Accounting Officers;
o other cross-cutting policy relevant to UKEF’s work that is best managed centrally and not in a specialist division;
o ensuring that policies in the areas of responsibility are consistent with HMG requirements, public law requirements, UKEF strategy and Accounting Officer responsibilities
• Supporting delivery of civil society and NGO engagement relating to policy areas of responsibility;
• Mapping UKEF’s key policy interests among relevant stakeholders – primarily across government but also externally with other financial institutions, trade bodies and export credit agencies
• Co-ordinating with relevant UKEF committees such as the Executive Committee, the Board and the Export Guarantees Advisory Council;
• Educated to degree level or equivalent
