NEOM Project Summary: 

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.”    

NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.”  

NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Major Responsibilities:

Manage the Spine and NICC permitting teams in the preparation of Land Use permits for the temporary facilities supporting the construction work.

Identification and resolution of interfaces generated through the development of the Land use permits.

Management of coordination between Bechtel Design and Construction Manager with NEOM Project Delivery Teams (i.e. other NEOM Projects), NEOM Sectors (e.g. Water, Energy, Environment, Urban Development)

Support the NEOM Spine and NICC Project delivery teams in dealing with NEOM Government Affairs and external agencies.

Managing and expediting permits and letters of authorization for construction activities.

Develop and maintain a database of action items arising from permit reviews and applications and following through on these actions through to completion.

Skills and Qualifications:

Minimum 20 overall experience and majority years relevant construction and permitting experience

Knowledge Skills and Abilities

Knowledge of project execution, particularly construction, and where interfaces will arise.

Good MS Office skills, particularly with PowerPoint

Communication skills

Education and Experience

Experience of working on large infrastructure projects with multiple internal and external stakeholders.

Experience in dealing with the client to jointly resolve interface and stakeholder issues

Middle-East experience preferred

Degree in an Engineering or Construction related discipline preferred
