• Compile analytical reports on time as per the required quality standards requested by various stakeholders related to ICTA and its projects.
• Coordinate timely completion of project proposals, project-related progress reports/donor reports, and survey reports.
• Coordinate Development of Project /Program Log frames/Program Theory of Change, Using a participatory approach, collaborating with PMs.
• Assist in the budget preparation process in collaboration with the Director Finance.
• Jointly prepare the project disbursement plan and prepare an Annual Action Plan collaborating with relevant team members.
• Data collection, analysis, preparation and presentation of routine Progress Reports.
• Establish external stakeholder teams in organizations where ICTA implements projects to timely collect project data.
• Collect and validate the outputs and outcome-related data, monthly as per the required quality and standards.
• Update relevant templates given by stakeholder organizations based on data collected and revalidate the reports' quality, accuracy, and consistency. Revalidate reports (if required) through discussion with team members.
• Ensure timely submission of monitoring/progress reports to the Line Ministry and other stakeholders.
• Guide and assist in independent baseline and outcome assessments.
• Coordinate with external consultants in planning, designing, and implementing independent periodical monitoring and evaluation assignments.
• Prepare short analytical reports which require forward-looking corrective actions based on detailed reports produced by the consultant firms.
• Design and implement mini-surveys and rapid appraisal evaluations as and when required.
• Develop questionnaires & evaluation instruments.
• Review survey/evaluation reports and submit timely suggestions for improvement.

Person

• Bachelor's Degree in social science such as Economics, Agricultural Economics, Statistics (Research Methodology / Monitoring & Evaluation as a subject) from a recognized university or equivalent qualifications related to the field from a recognized university/institution.
• A Masters Degree preferably in Social Science, Economics, Agriculture, Economics or a related field will be an added advantage.
• A minimum 08 years of work experience in Monitoring and Evaluation and /or as an external evaluator/ consultant of managing independent evaluation assignments.
• An in-depth understanding of M&E Concepts, development of effective Theory of Change Framework, M&E methodologies and best practices and approaches.
• Knowledge in quantitative and qualitative monitoring and evaluation methods, and proven expertise in design strategies and tools for data collection. 
• Experience in appropriately applying mixed methods in monitoring and evaluations, strong data management and analytics. Demonstrated experience in compiling monitoring and evaluation reports, especially in ICT for Development/Digital Transformation.
• Experience in developing M&E Instruments for f both qualitative and quantitative techniques and building M&E related capacities of the stakeholders.
• Proven skills in report writing in English language.
• Should be a results-oriented person with a track record in timely completion of assigned targets, with the ability to work under pressure and meet tight deadlines.
• Should be a pleasant personality with strong communication skills and the ability to maintain good interpersonal relationships.
• Experience in multidisciplinary areas will be an added qualification.
