About the role
- Manager of the Capital Planning team within the Planning & Demand Management function of NSE; responsible for the creation of NSE budget spend tracking, consolidating input from across the group
- Build and drive NSE scaling investments through the established governance process.
Key Responsibilities
- People Management of a team of four, providing services of Project Management activities, Business Analysis, Governance & Materials management to the wider NSE organisation.
- Responsible for monthly budget planning process, reporting, and socialising performance versus budget, risks, challenges, and opportunities
- Create and maintain up to date financial budget, risk, issue, and opportunity registers for review by delivery programme/portfolio key stakeholders
- Responsible for production and maintenance of the day-to-day budget across Programme/Portfolio of work, consolidating input from across the team, tracking and continually maintaining records of commitment of budget spend and receipt of goods and services to provide an accurate and up to date record of programme/portfolio of expenditure.
- Lead monthly IC meetings reviewing of roll before submission. Provide monthly decks for NSE Director, both opex and capex, and FTE/Headcount, keeping aware of overall picture via reviews with finance.
- Meeting finance timelines and supporting finance requests
- Work with partners to ensure purchase order and commitment alignment, the contractual commitments are monitored, and partner billing is validated and agreed
- Support the production of business case and investment committee materials, producing the appropriate finance templates and managing the document lifecycle from initiation of the case to the final approval
- Key contact for Supply Chain for movement of equipment around the Network (across country and associated tax boundaries) and driving procurement opportunities with vendors.
- Engage across multiple functions, both business and technical, to ensure services consistently match needs and expectations
- Ensures accurate delivery progress reporting is completed and communicated to relevant stakeholders
- Manage and oversee Project delivery Administration service to the delivery workstreams.
- Produce and maintain a forecast of resource capex & opex expenditure to provide a
- weekly, monthly, quarterly, and annual outlook for delivery programme key stakeholders. Whilst taking an active role in the development and testing of new financial models
- Interfaces with other strategy and planning functions adopting best practice approach
- Continually review and improve the operational finance processes and tools utilised, identifying and taking
- forward initiatives that would automate enhance capabilities and result in improved effectiveness and efficiency
- Support the existing financial function in developing/refining meaningful and accurate reporting to a variety of shareholders and internal stakeholders in a timely manner
- Support 3 Year Plan and future annual Budget
- Analysis and ad-hoc reporting, supporting the Head of NSE capital Planning. As a small and innovative team, we expect the role to develop and grow over time.
What We Need from You:
Essential Skills:
- Educated to degree level or holding a professional qualification is desirable
- Experienced operator with previous IT/Telecom’s network planning & budgeting experience ideally gained within a large commercial environment
- Demonstrate strong influencing and persuading skills, encourage colleagues and teams to change established processes and achieve improvements and best practice
- Timeliness in all actions with quality consciousness towards services received and provided
- Good understanding and experience of relevant technologies and systems
- Strong written and verbal communication skills, ability to form strong business relationships across multiple locations
- Strong record of people management in a technical environment, including communication, negotiation, and conflict resolution skills
- Experience of project management techniques including planning, resource allocation, prioritization, and escalation
- A foreign language would be desirable
- Expert understanding of budget management, including the principles, methods, techniques, and tools for the preparation and building of 3 Year Plans, budgets and reforecast to minimise costs and ensure cost-effectiveness
- Familiar with business proposals, including methods and techniques for preparing and presenting business cases.
- Expert understanding of how to create 3 Year Plans & budgets
- Team leadership with multiple discipline awareness including planning, engineering, and implementation
- Takes ownership for learning and development of own and subordinates’ skills to ensure they are up to date and maintain awareness of developments in the industry
