POSITION SUMMARY

Express Scripts Canada seeks to hire a Senior Manager, Software Engineering.  Reporting directly to the Director of Software Engineering, the successful candidate will provide leadership to our Public Sector Adjudication Teams. These teams focuses on developing and maintaining our Enterprise Adjudication Platform for our government clients.

ESSENTIAL FUNCTIONS

The Senior Manager of Software Engineering will work directly with both internal departments and 3rd party vendor partners to provide the following:  develop specific project related business requirements for the department and/or organization based on identified business needs, manage the complete life cycle of projects as they relate to the approved business requirements, and drive necessary change throughout the organization where needed to support the project requirements. Using both business and technical expertise will be important to achieve the desired outcomes. 

  • Lead a team of software development engineers, business analysts and testing engineers to implement consistent software development practices and processes that drive results and create value

  • Create a culture that fosters continuous learning, innovation and value creation

  • Work with product management, architecture, business teams and other leaders to deliver on the requirements and business strategy

  • Build strong diverse teams to meet the needs projects

  • Create and execute end-to-end project plans and revise as appropriate to meet changing needs and requirements.

  • Define objectives, responsibilities and development plans for team members

  • Champion agile and lean principles promoting ownership and alignment to company goals

  • Responsible for implementing agile processes and increasing team’s agile fluency through coaching the team on agile practices in their work and mentoring the team.

  • Responsible for creating annual budgets, monthly forecasts and staffing projects and operational work.

  • Enable service operational aspects to ensure scalability, performance, resiliency, availability, and maintainability;

  • Establish metrics to measure performance, quality and drive continuous improvement of individual products.

  • Responsible for developing strategies for delivering solutions that address business challenges faced by clients and internal business operations.

  • Identify technology trends and make recommendations for the development of overall IT strategy to move the portfolio forward

  • Maturing the iterative development process and overall Agile/Scrum maturity of the team and organization

QUALIFICATIONS

  • Post-Secondary education in Computer Science or related field or equivalent work experience

  • Minimum of 7 years of experience leading software engineering teams in a management role.

  • Strong software engineering background including software engineering best-practices, patterns, algorithms, software architecture principals, micro-services and related technologies

  • Experience and knowledge of Agile/Scrum concepts and principles is required.

  • 3 years or more experience playing the Scrum Master role in a software development environment required

  • Strong team builder that consistently looks for opportunities to increase the depth and diversity of talent within the team.

  • Demonstrates an understanding of practical application of project management concepts, PMI Certification is an asset.

  • Demonstrates strong project management experience and ability to prioritize work and manage expectations.

  • Knowledge of modern programming concepts, development languages, design, procedures and practices.

  • Software architecture best practices.

  • Strong knowledge of Agile methodologies (Extreme Programming, Lean Software Engineering, SCRUM, SAFe, etc…) and emerging software engineering best practices.

  • Must have extensive practical experience and knowledge with technologies for planning, organizing, and monitoring multiple projects simultaneously (Jira and Confluence).

  • Advanced problem-solving skills and the ability to work collaboratively with other departments to resolve complex issues with innovative solutions

  • Ability to present at all levels of the organization and Line of Business (LOB) Executives.

  • Must have effective influencing skills to impact decisions.

  • Deliver on commitments and manage performance.

  • The ability to motivate and provide demonstrated leadership to employees and maintain a high-performance culture.

  • Ability to mentor and coach team and help in progressing their career development

  • Creative thinker and self-starter

  • Strong customer service focus through adaptability, flexibility and a commitment to quality

  • Knowledge of the Group Health Insurance (pharmacy, dental, other health) industry or adjudication systems is an asset
