Position Summary
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative†for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Detailed Job Description
SUMMARY:
The Senior Field Architecture Engineer (FAE) represents the Royal Commission, (the owner), to ensure the safety and quality standards of the project are met. This work is accomplished by the Field Engineer’s review of the Contractors submittals for materials, work plans, safety plans, quality plans, procurement plans and RFI’s for ongoing work activities.
Provides an interface between RC Engineering and the Contractor to resolve technical issues. The Field Engineer assists the Contractor in the writing and review of Technical Query’s.
Coordinates with survey teams to ensure work is constructed in compliance with project drawings and specifications.
Coordinates with the Contractor to document all civil field activities and performs regular inspections to check progress, quality and safety of the projects.

Receives direction from the Project Field Engineer (PFE) and Resident Engineer.

Works closely with the Resident Engineer to:
Ensure the safety and quality standards of the project are met.
Provides an interface between RC Engineering and the Contractor/Subcontractors to resolve technical issues.
Major Responsibilities:
Read and interpret contract documents and construction plans related to site development construction.
Review Contractors submittals, work method statements, safety plans, quality plans and traffic control plans for compliance with RC requirements.
Provide daily safety and quality inspections of the Contractors physical works related to site development construction. Enforce compliance.
Review and approve the contractor’s monthly pay invoices
Review and monitor the Contractors project schedule for the on time delivery of the work.
Preform the following onsite operations and inspections for Contractors but not limited to
A. Monitoring Quality Control
Monitoring construction of architecture materials and make appropriate value judgements and corrective work to resolved any problems
Provide guidance and make recommendations solutions for any material failure or site execution problems and product enhancement based on design objectives.
Provide assistance to the contractors to identify defects, raise non-conformance reports and follow through to identify correction procedures to close out.
Monitoring in area handover processes and punch list walk downs
Supports the quality tools (ITP, M.S, QAN/NCR, Lesson Learned, REAL Card, and PBS & PBQ).
Provide guidance and technical advice to the contractor and field engineers to improve the quality of works
B. Construction Audit
Conduct SMQE PFE-QE Quality & ESH audit /walk down for contracts and prepares QANs and technical progress report, inspection report and investigation reports.
Conduct quality supplier and vendor audit as necessary at factory and Laboratory and prepares corresponding report
Conduct technical site investigation, root cause analysis, interpret test results and prepares comprehensive report
C. Technical Review
Review and approve technical submittals, shop drawings, as-built drawings, traffic control plans and design packages drawings for compliance with RC requirements.
Familiar with ASTM and other standard specifications
Check and review Technical Submittals TS, TQ, FCD, QAN, NCR, Punch list, IA, FA
Check ad review contractor’s monthly quality control report and develop dashboard and metrics chart to measure contractor’s quality report effectiveness
D. Construction Site Training
Conduct training workshop for ILT/ Virtual ILT and Civil/Architectural discipline
Perform hand’s on training for architecture on site.
Skills and Qualifications:
Essential Technical:
University Degree in Architecture or related discipline with minimum ten (10) years of field construction experience.
Technical knowledge of a specialized engineering discipline, cost, scheduling and/or contracts administration relating to the construction of heavy industrial or commercial complexes.
Familiar with industry standard codes.

Ability to work independently and exercise professional judgment within the framework of guidelines provided by superiors.

Preferred Technical:
Monitor contractor Quality Control Program, this includes site inspection for compliance with Contract Documents, approved submittals in conformance to instrumentation codes and contract requirements. Maintain project safety awareness and enforce company safety policy.
Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook,
Prior experience supervising and administering subcontractors.
Computer literate in word processing, spreadsheet and database applications.
Knowledge of the use of subcontracts; knowledge of the contractor/ subcontractor’s responsibilities contained in subcontract documents.
Preferred Behavioral:
Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
Develop and provide Instructor Lead Training (ILT) on technical training workshop will be advantage.
Provide technical guidance and knowledge transfer to young Saudi Engineers.
Ability to work within an integrated RC/Bechtel team at multiple levels from working level to Project Manager level
Ability to work within a culturally diverse organization, recognizing and respecting differences.
