Project Description:
Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security.
This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee. UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible but the standard workweek is: Monday - Thursday from 7:00 am to 4:30 pm. The schedule on working Fridays is: 7:00 am - 3:30 pm.
Eligibility for this position requires US citizenship; the successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Role Overview:
The Senior Control Systems Engineer will be expected to perform high-level Control Systems engineering activities. Responsibilities will include the review of and input to P&ID’s, preparation of Logic diagrams, functional block diagrams, Instrument data sheets, etc. Responsible for preparation of specifications, material requisitions, data sheets and selection of instruments based on system application requirements and the review of vendor drawings to ensure proper interface and compliance with the technical requirements. Review of other discipline drawings and coordination with other disciplines will also be essential among this engineer’s duties. Prepares instrument index and I/O list using automated tools, vendor inputs and Bechtel input as applicable.
Works under the direction of more senior engineers/EGS and may have more junior level engineers/drafters subordinates. Responsible to produce high-level and conceptual drawings and documentation within the discipline in accordance with established conceptual design and scope. Conducts checking as required. Properly interprets and applies codes & standards and customer design requirements, for the preparation of Control Systems design documents, specifications, material requisitions and system descriptions related to design tasks. Achieves EPC-PI work process improvement and promotes continuous work process improvement. The Engineer shall champion non-proprietary electronic data interchange and integrate automation technology where ever practical. Must express thoughts and ideas clearly and concisely, both orally and written. Demonstrate leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.
Basic Qualifications:
Must be a US citizen.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
Must be able to obtain a site security badge for access to the worksite.
Level 1:
BS degree in Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with six years of related experience, or,
MS degree in Nuclear, Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with four years of related experience, or,
AS degree in Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with eight years of related experience or,
In lieu of a degree, 12 years of related experience.
Level 2:
BS degree in Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with nine years of related experience, or,
MS degree in Nuclear, Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with seven years of related experience, or,
AS degree in Electrical, Mechanical, Chemical, Computer, Electro-Mech or Software engineering, or related field, from an accredited institution, with eleven years of related experience, or,
In lieu of degree, 15 years of related experience.
Minimum Qualifications:
Familiar with the design of nuclear facilities.
Hands-on Microsoft office programs and other computer programs.
The candidate has excellent written and oral communication abilities along with effective presentation skills.
Previous experience developing upper-tier Control Systems Engineering documents, such as Design Criteria, Master specification, Design Guides, etc.
Must have 9 years of experience in Control Systems Engineering developing documentation for Conceptual, Preliminary and Final Design.
Must be able to obtain an EIT or PE License within 12 months of hire.
Preferred Qualifications:
Previous Bechtel and/or DOD or DOE project experience.
Skilled in the use of Microsoft Excel, Word, Outlook, Access and PowerPoint.
Over 10 years of experience in Control Systems Engineering developing documentation for Conceptual, Preliminary and Final Design.
