Position Summary
Manage the Security Office in Document/Asset Control, Visitor Control, Personnel Security, Physical Security, JPAS and COMSEC. Will also train personnel in processes and procedures based on the standards and regulatory requirements specified by government contracts. Helps conduct security surveys and audits to ensure compliance with security programs; helps identify and report discrepancies and recommends corrective action through appropriate reporting relationship. Informs immediate supervisors of the status of the security program and problem areas and provides recommendations for remedial action.
Administer security activities related to securing and controlling Bechtel and client proprietary information, including maintenance of security-related logs, registers, files, records, and reports. Helps develop, security/emergency plans, and other documents pertaining to the physical security of the jobsite, office or secured facility.
Manage and prepare/distribute security plans, reports, studies and surveys. Assists in preparing and coordinating emergency planning, programs, and procedures with project, jobsite, or office management.
Manage project teams in incorporating security technology and measures into the design and construction of facilities by identifying and interpreting specific standards and regulatory requirements pertaining to the project(s); reviews architectural drawings to ensure that effective security is provided, and that specific standards and regulatory requirements are met.
Investigation of questionable activities, identify violations, and recommends corrective action through responsible supervision.
Provides relevant technical security information, standards and client or regulatory requirements to personnel in assigned areas of responsibility; ascertains that personnel are knowledgeable of Bechtel's security instructions, programs and procedures as well as industry security policies.
Establishes and maintains close relationships with local law enforcement, federal agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments potentially impacting the security of the assigned Bechtel project, jobsite, office, or functional/services unit, and the employees who work there.
Prepares security presentations for management and clients explaining the project, jobsite, office, or functional/services unit's physical and procedural safeguards.
Preparing the security portion of business proposals, to include security requirements, scope of security services and cost estimates. Assists in facility operations, Subcontractor Technical Representative duties for all subcontractors assigned to the facilities.
Will be the Security Manager and must be able to manage duties. Must be well rounded in various security disciplines.
Responsibilities
Manage all contract and subcontract currently active within the facility.
Manage/Provide technical direction and discussion as necessary with the respect of the specifications statement of work, and performance of work under the Subcontract.
Review the parameter between the subcontract scope and specification and the company’s guidance in the Subcontract Administration Procedures.
Planning and implementing in the pre-formation development of SOW, schedule, Field Conditions, issues deliverables, submittals, listing of Tech Specifications, drawings, and Data sheets.
Monitor all technical boundaries with the Subcontractor and ensuring all indicators are progressing as planned within the contract.
Review all pertinent material and service requisitions prior to the document’s final issue to the Procurement/Subcontract office.
Monitor financial management aspects of the Subcontract to ensure cost overruns are avoided and the purchasing representative is notified well in advance of potential problems.
Key Management Duties, Facility access, control access to all rooms and spaces inside the facility, Key assignment duties and record keeping Sign in /out keys when necessary, Labeling, documenting and mapping out all newly procured keys and access device.
Manage the Access Control program to include maintaining access rosters and visitor listings, ensures all new people/visitors are added to these listings as well as when personnel leave are removed from Rosters and Visitor listings. Ensures rosters and visitor listings are checked Monthly for accuracy and include all people who should be on there. Random inspections of belongings.
Serves in a leadership role at the request of the Project Manager.
Qualifications and Skills
Basic Qualifications
6 to 10 years of relevant security experience in industrial security, military security, or other directly related experience
Experience working with security systems to access information to support security programs.
Experience developing, monitoring and auditing security programs and systems.
Experience working with customer contacts and resolving issues.
Possess a TS/SCI security clearance
Must be a U.S. Citizen
Level 1
Minimum 6+ Years of Relevant Work Experience
Prior experience working with Intelligence Community Agencies and SCIF Management
Some prior experience in performing technical procedures related to SCIF Construction
Level 2
Minimum 9+ Years of Relevant Work Experience
Prior experience working with Intelligence Community Agencies and SCIF Management
Some prior experience in performing technical procedures related to SCIF Construction and COMSEC Accountability
Preferred Qualifications
Experience in Microsoft Word, Excel and Power Point; document handling and management; and possesses strong organizational skills.
Previous involvement with project or office security.
Limited experience in the implementation or administration of basic security programs.
Awareness of national security standards and regulatory requirements.
