About the job:

Overall purpose of the role:

The SM’s responsibility is to monitor the overall safety/security situation and track staff movement across the country and ensure the safety regulations are applied at all levels, and provide sound and timely advice to DRC/DDG staff and management in order to support the secure and efficient delivery of program activities in Yemen. In addition, the Saftey Manager - South works with the Country Safety Manager in ensuring that requirements relating to DRC’s national registration are fully met, and that international staff and visitors receive appropriate visas and other documents. The Saftey Manager - South will also have a close relationship with DDG OM.

Geographic scope: Country (Yemen)

This role has an area focus for Aden and respective field and satellite offices and ensures compliance with DRC/DDG procedures and guidelines within the country. The role contributes to the roll out of country strategies, which are translated into action plans and day-to-day tasks. The role ensure local safety assessments are carried out ahead of program activities and in light of security threats.

Responsibilities:

  • Safety Risk Management
  • Developing or redesigning SOPs based on lessons learned from SIRs or contextual changes.
  • Keep up to date CIMPs & share with CSM to be validated and approved in SMTs and rolled out for respective teams.
  • Develop area and safety management policies, protocols and procedures for DRC and DDG teams
  • Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
  • Analyze, manage and report relevant information within geographical area of responsibility
  • Maintain relevant safety documentation, data and records for the areas of concern
  • Technically advise on the procurement of safety-related equipment, facilities and other resources.
  • Monthly update for MOSS/SLS as per the policy and conducting field visits to monitor compliance with MOSS
  • Training, Supervision and Support
  • Support and deliver safety-related training
  • Mentor and provide technical supervision to local safety staff
  • Develop the capacity of, and coordinate, south Crisis Management Teams (CMTs
  • Facilitate surge support to IMTs as required.
  • Supervise contracted security guards
  • De-Confliction
  • Preparing de-confliction and submission to DLT then EHOC for country staff movement in timely manner
  • Maintain up to date no strike list de-confliction clearance, land movement de-confliction , site de-confliction , distribution points de-confliction and movement of any items de-confliction
  • Provide training and guidance to all safety focal points at duty stations on how to prepare a proper form for the required de-confliction request
  • Facilitate Programme access and continuity
  • Regular analysis, statistics and reporting on key developments within the area
  • Tailored analysis and assessments, including RAs, on specific areas, themes, issues or scenarios
  • Maintain a register of negotiations and developments related to access and humanitarian space
  • Establish and maintain a list of contacts throughout the region
  • Maintain and update the incident tracker for Yemen, and provide trend/pattern analysis
  • Ensure grant agreements are signed by respective authorities
  • Provide advice on programme development and implementation, including programme assessments
  • Identify potential scenarios, indicators of change, and key decision points

  • Key Responsibilities Liaison
  • Act as the main focal point in obtaining visas (visit or business), residence visas, work permit, and other documentation required by DRC/DDG staff and visitors.
  • Monitor the visas record and follow up with the team to request or renew visas.
  • Support the AM to ensure that MOPIC sub-agreements are processed in a timely manner and that all documentation and processes requirements relating to DRC’s registration are effectively met.
  • Establish a network of contacts with relevant government offices, including MOPIC, YEMAC, EXU, NSA, Immigration and other units, and represent DRC/DDG at safety meetings, including active participation.
  • Coordinating with governorates level authorities for high level meetings for the field visits.
  • Managing the road travel permits for staff travelling inside the country and act as the main focal point during emergency.
  • Build strong required relations with government entities to ensure safe and smooth implementing interventions.
  • Receive directives circulated by the authorities and share them with SMT for discussion and response.
  • Assisting in drafting projects reports, annual reports and submission to the authorities in timely manner.
  • Bring to SMT attention any requests from local authorities for a discussion and feedback.
  • Carry out other activities as requested by the AM or CSM.
