Project Overview:
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
Position Summary:
The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for an Engineering Technologist at the Richmond, KY site location. This position will report to the Engineering Manager on the BGCAPP project.
This BGAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires BGCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.
This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays.
Responsibilities:
Operations and Maintenance Support:
The successful candidates will be expected to perform the following duties of this position in the areas of process support, but are not necessarily limited to:
Maintain overall cognizance of the system and be responsible for system engineering support for operations and maintenance
Monitoring, tracking, and trending of assigned systems
Troubleshooting; root cause analysis
Recommend improvements to existing products
Analyze all equipment requirements and assist in requisition of all tools and equipment
Maintain and review daily logs and assist to resolve all issues and provide support to all engineering activities
Review and recommend improvements of all SOP and facility/system related procedures and perform troubleshooting on all plant activities and resolve all issues and assist facilities manager to implement all changes
Evaluate all production activities and prepare reports for all activities and inspect all associate plant machines and equipment
Initiate actions to correct problems
Remain cognizant of system-specific maintenance and operations history and industry operating experience, as well as manufacturer and vendor recommendations and any product warnings regarding their assigned systems
Providing technical support to Operations for their assigned system, which includes:
Providing technical advice to Operations to ensure their understanding of the need for operational requirements, as specified
Supporting Operations personnel technical training on the assigned system(s)
Preparing for and supporting Operational Readiness Reviews (ORRs) and other testing activities
Conducting investigations during upset conditions
Conducting long-range preparation and planning for future campaigns and reviewing identified campaigns for schedule improvements
Providing around-the-clock support, as required
Qualifications and Skills
Basic Qualifications:
Must be a U.S. citizen
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety) *
This role requires a facility-specific clearance that requires U.S. Citizenship to obtain
Minimum Qualifications:
Proficient in software tools (MS Excel, Word, and Power Point)
Skill in oral and written communication
Must be able to obtain a site security badge
Must be physically fit and able to work safely at a construction site
Preferred Qualifications:
Level 1: An Associate Degree and 2 years of related experience, or a Bachelor of Science degree from an accredited college or university
Level 2: An Associate Degree and 3 years of related experience, or a Bachelor of Science degree and 1 year of related experience from an accredited college or university
Background in operations or plant maintenance
Background working with programmable logic controllers (Allen-Bradley PLCs)
Knowledge/Experience working with Siemens, Invensys®, Foxboro®, and Infusion® and software tools
Triconex programming knowledge/expertise
Previous Bechtel and/or DOD or DOE project experience
Previous startup, field technician, or engineering design and document management experience
Experience working in an engineering office providing administrative support
Experience working in the chemical demilitarization industry
