Summary

The Group Risk has been formed to support the Department, the Group and key stakeholders in understanding and managing risk. It is headed by the Chief Risk Officer reporting into DLUHC CFO and is formed of specialist risk professionals from different backgrounds performing a second line of defence role, independent from the front line of the organisation.

The focus and deliverables for the Group Risk team include:

• Maintaining oversight of the risk portfolios of MHCLG, its delivery partners and Arm’s Length Bodies.

• Reviewing risk management information designed to highlight the performance of controls and mitigations across all areas of risk, internal and external.

• Reviewing the outcomes of risk assessment and management strategies, holding Directors to account for addressing potential issues identified.

• Providing expert support and guidance to the business on high-risk activities, policies and operations

• Holding the relationships with risk leads across Government, ALBs and delivery partners, creating wide-reaching and valuable networks.

• Identifying risk capability gaps and commission initiatives to address these gaps.

• Managing the risk and issues system for the Department to ensure there is a reporting avenue for concerns, threats, and problems.

The Financial Risk Management team within Group Risk focuses on supporting the assurance for the financial risk contained within the Department Group’s portfolio of loans and guarantees that exceeds £20 billion. Risk Management Officer will work to the G6 on the financial risk side, as well as within the wider team, and will support a range of key second line of defence activities, underpinning the broader risk assurance function for this vital Government Department.

Job description

• Owning and continuously improving the flow of risk-related data from across the DLUHC Group;

• Creating accurate and engaging financial risk management information for reporting to a range of stakeholders, including the Sub-Committee of the DLUHC Executive Team;

• Reviewing documents, providing briefing for G6 and Chief Risk Officer;

• Conducting research around the financial risk standards, specific policies and counterparties as required;

• Updating financial risk models, including assumptions;

• Representing financial risk in meetings with the rest of the Department;

• Supporting the G6 in conducting regular reviews of the financial risk profile of DLUHC Group financial transaction programmes with senior policy and finance leads;

• Supporting the culture of the Risk team and the wider Department and promoting a good risk management process, working with stakeholders across the Department to ensure key messages are understood and that the impression of the Risk team is a helpful, constructive, and professional one;

• Supporting the team in developing and managing its day-to-day risk management activities, affording you an opportunity to learn about all facets of risk the Department faces. You will actively seek out and share experience to develop understanding and knowledge of own work and of team’s business area, and participate in ad-hoc projects across the Group Risk function.

This role would suit someone who is able to flexible, adaptable, and comfortable working virtually with teams right across Government in what is a complex business environment with competing priorities.

With demonstrated ability to confidently research, commission, manage and present data and information, you will be expected to produce clear, concise, and accurate briefing in a variety of formats for varying audiences.

As a team player, you will be willing to help out colleagues in both your and other teams at times of pressure.

The successful candidate will possess:

Essential Skills

• Good numerical ability

• Taking pride in both attention to detail and clarity.

• Strong working knowledge of Microsoft Office, particularly MS Excel and MS PowerPoint with a keen drive to expand your technical skills.

• You will be able to demonstrably transfer raw data into meaningful and engaging presentations using a sense of design and graphics / images where appropriate.

• Strong organisational skills, with a proven flexible, proactive and analytical approach.

• A high standard of verbal and written communication skills.

• Demonstrated ability to build strong working relationships.

Desirable Skills

• Undergraduate degree in business, economics, accounting or other degree with a strong focus on numbers and analysis.

• Previous experience of data analysis involving large datasets

• A working knowledge of VBA or other data-oriented software tools.

• Previous experience in financial risk management, and either a qualification or willingness to complete an professional qualification
