We are currently recruiting for long term career professionals, with an initial assignment supporting Telecommunications projects across the UK. Bechtel has been selected as a Delivery Partner on a £4 Billion programme to bring high speed internet connectivity to communities. The core focus is to deploy next generation fibre infrastructure across the public sector, businesses, mobile operators, and homes. These projects are key to improving connectivity for millions of people and boosting economic productivity in the long-term.

Position Summary 

The Risk and Issues Manager is the single point of contact within the central project controls functional team for: development and implementation of risk and opportunity management systems; maintaining a contemporaneous view of risk exposure across the regions; developing and implementing policy related to risk and issue management; and providing insight into risk reduction and opportunity maximisation. This covers the entire £4bn portfolio. The Risk and Issues Manager takes direction from the Head of Project Controls and will involve frequent attendance in Milton Keynes and London, and occasional attendance at site offices nationally. 

Typical Responsibilities 

Change Management 

  • Prepares baselines including setting local baseline plans. Identifies trends including real-world root cause and prepares detailed analysis. Inputs to overarching change management policy. Chairs local change control forums. Executes robust change control away from baseline and updates systems 

Risk Management 

  • Develops and implements the enterprise risk and opportunity management process, systems, and behaviour. Identifies and facilitates the identification of risks and opportunities including cross-learning between projects and identification of strategic and enterprise risks. Ensures the delivery of reliable and insightful change registers. Reports on key risks and opportunity to board level. Facilitates the transition from risk to issue. Performs quantitative risk analysis. 

 

Data Analytics, Insight and Reporting  

  • Maintains, analyses and reports on complex data sets. Prepares recommendations based on the analysis including comparisons between projects to generate further insight. Develops data categorisations. Prepares detailed and summary level analysis in multiple formats and delivers such analysis to supervisor. Uses features of recognised professional data management software. 

Work Planning, Scheduling and Sequencing  

  • Develops the overall planning, scheduling, and sequencing policy to ensure alignment with the overall risk management process and implements this across the enterprise. Ensures that schedule risks are captured and correctly transition as appropriate from risk to change. 

Process Definition and Improvement  

  • Identifies inefficiencies and potential improvements and makes recommendations on how to remove inefficiencies and implement improvements. Leads on the implementation of improvements to multi-department processes. Utilises statistical and behavioural analysis to identify process failures and ensure data-driven and reliable process improvements. 

Supervision, Guidance and Direction 

  • Works as part of an integrated team. Reviews work for alignment with task objectives, content, conclusions, and general presentation. 

Skills and Qualifications 

Required 

  • Relevant University degree (or international equivalent) and relevant experience for similar scopes/scales of work, or in lieu of degree additional demonstrated experience 
  • Greater than 10 years of related experience in project controls, with a skillset in risk and opportunity management on large, complex projects, or equivalent multi-discipline experience related to the role. 
  • Understanding of construction contracts, particularly the clauses defining obligations relating to risk identification and risk management. 
  • Detailed understanding and knowledge of recognised risk management software 
  • Full Driver’s License that is valid in the UK 

Preferred 

  • Experience in the construction and installation of fibre optic networks
