Project Overview
The client is the newest member of the fibre network systems with an ambitious rollout of Fibre to the Home across England, Scotland, Wales and Northern Ireland. As the client’s geographic footprint grows, the need to scale the execution model will increase and will become more urgent. To that end, standardization of approach and process – whether recruiting and retaining talent or resolving design constructability issues - will be critical, including the coordination and communication amongst the various teams.
Job purpose:
This role is an exciting and pivotal role starting during the intensive construction period, creating strong relationships, unearthing opportunities and protecting the client’s reputation locally.
A key member of the regional leadership team the Senior Project Manager/Regional Project Controls Manager leads a regional team in the project management of a Full Fibre Network roll out across the Region. They are responsible for end to end project management across the region from project inception to project completion, ensuring delivery of the project milestones. The Senior Project Manager will work hand in hand with the Regional Delivery Director, ensuring successful completion of projects, while ensuring KPI's such as time, cost and quality are being achieved.
The role is the project lead in the region, regularly reporting to senior management within the Delivery function and PMO function on progress, risks, issues and mitigation actions.
This role also requires strong team leadership across a virtual team, with proven expert technical knowledge, working and developing effectively across internal and external relationships. The Senior Project Manager will be highly adept at prioritising competing demands with an intuitive sense for what is important and can see the bigger picture.
Role Overview
- Supports the client’s Core Objective No 1, 2 and 3 in a region bringing all mobilised cities / contractors up to the target plan; Mobilise new cities / contractors so that they achieve the target productivity run rate of 3,000 RFS homes per month within 6 to 8 months of contract award; developing and implementing a methodology to achieve across all cities progressive efficiency in CPP to levels at or below client’s business plan targets, with a downward glide path as we scale.
- Direct project management activities and their effective implementation to ensure the program’s goals and objectives are met.
- Lead development and implementation of project management tools and processes across a region including delivery progress and performance reporting, risk management, cost analysis/control, and planning/scheduling activities
- Provide innovative solutions to support the regional director with optimisation of progress reporting, cost engineering and planning/scheduling problems.
- Manage complex organisational interactions that evolve from client-established relationships.
- Partner with client to implement reform and help manage internal challenges
- Design and implement customised solutions to enhance current practices on a functional level
- Provide technical direction, development, training and mentoring to project team and client.
- Influence others using advocacy, inquiry and dialogue, and lean on your existing client network.
- Conduct periodic stakeholder meetings consistent with the communication plan to promote and facilitate communication, review progress / performance. Discuss issues and facilitate problem resolution.
Key Responsibilities
- Accountable for the transparent and accurate reporting of the overall status and performance of the city/projects across the Region. Set realistic and practical goals for each project across the region and develop appropriate strategies for achieving these goals
- Alignment of region to company strategy, managing the messaging
- Enable the virtual team to deliver on time and to budget through robust, high quality project management process, covering risk mitigation, lessons learned and forecasting.
- Collaborate with the national team to ensure a smooth and effective delivery of all projects against set milestones within regional portfolio.
- Continuous development of project team resources and tools. Provide coaching and guidance to the team members covering every aspect of the project so the team members understand their tasks fully and execute them efficiently
- Ensure best working practices are implemented throughout not only the region, but also nationally.
- Support city delivery team and be the point of escalation. Identify all internal and external resources whether financial or human resources required to complete each city project successfully and support the team in delivering upon those resources
- On a regular basis evaluate and asses the performance of each project across the region in terms of time cost quality v committed plan ensuring a robust escalation and communication plan is in place. Mitigate risk and drive efficiency where appropriate delivering KPI and metrics as required by the business
- Accountable for maintaining end to end optimised project plans across the region with clearly defined critical path analysis resource loading and baselined deliverables.
- Accountable for accurate monitoring reporting and escalating project costs throughout the lifecycle of the project maintaining an accurate forecast cost at completion at all times. This will take into account WIP, Risk estimation, all change variations and cost over runs where appropriate
- Line management of the project team within the Region. Develop tools and techniques for distributing tasks according to the skills of each team member and evaluate performance of the individuals and the team as a whole to maximise performance and deliver on commitments. Provide mentoring and coaching to the team as necessary
- Share key lessons learned to enable continuous improvement across all projects. Working with the continuous improvement team deploy best practice across the region improving time cost quality metrics of the project
- Log and control changes and deviations to the programmes
Knowledge & Experience
Essential
- Proven track record in delivering medium to large multi-site client projects with experience of managing capital budgets.
- Strong leadership skills and ability to develop others whilst setting an example.
- Excellent presentation skills and ability to present to senior management, clients and stakeholders
- Ability to negotiate suitable outcomes that mitigate programme level risks.
- Good working knowledge of Microsoft Word, Excel, PowerPoint and MS Project. Use of PPM system
- Good understanding of telecoms fibre optic networks.
- Commercial Awareness and previous experience in project accounting.
- Experience of recognised project management methodology
Desirable
- Ability to demonstrate experience and working knowledge of Construction Design and Management Regulations
- Experience of using ICC form of contract and knowledge of NEC3 ECC form of contract
- Experience of CRM systems - Salesforce.
Qualifications
Essential
- Project management qualifications e.g. Chartered Engineer, Bechtel Certification, Prince 2 Practitioner or APM
- Degree Level or 7 years' Project Management experience gained within a telecom's (or other suitable) environment.
- Full Clean Driving Licence.
Desirable
- Good local knowledge and existing relationships
- Telecoms market experience
- Experience on similar projects (cable, other utilities etc)
- Institution of occupational Safety and Health (IOSH) - Managing Safely
