Position Summary:
The Rail Testing and Commissioning Manager is responsible for developing and executing the Testing, Commissioning, Integration and Handover program for a Rail project. This includes responsibility to drive safe and quality completion of all the required test activities and deliverables, and ensure physical assets, documentation and data is turned over to the end-user ready for commercial operations.
Responsibilities:
Leads the commissioning effort for a Rail project through direct supervision of staff, and direction of contractors to drive the test program to completion. This includes ensuring that the testing and commissioning program, handover documentation, as well as training and O&M, is planned and undertaken in a consistent way, cognizant of customer and end-user requirements and local regulations.
Develops the project Systems Completion and Handover processes ensuring streamlined movement of assets and information from contractors, through testing phases, to the end user. This will include developing and implementing new commissioning and handover execution plans/strategies, operational readiness strategies, plus guidance documents and templates, leveraging the standard processes that Bechtel has available.
Establish clear division of responsibility early in the project between project entities (such as O&M/end-user, construction, contractors, and external entities) for testing, O&M, training, and completions/handover.
Designs a commissioning sequence, logical breakdown, and test hierarchy to support project test activities, commissioning milestones and processes.
Essential Requirements:
Candidates must have the right to work in the US without sponsorship.
Roles are expected to be located in various urban locations in California (LA, San Francisco, etc.), so candidates must be willing to live and work in California.
Railway commissioning experience
Qualifications and Experience Factors:
The below items are typical and desirable factors that are taken into consideration. Not all applicants will have deep experience in all areas mentioned but experience of commissioning processes and principles is a must:
Experience with managing testing, commissioning/integration, and operational readiness activities for one or more medium sized Rail projects. Rail systems commissioning experience (such as signaling, comms, TVS) is preferable.
Technical Testing/Commissioning skills in at least one discipline that enables technical input from day one of the program.
Experience in leading teams.
Experience of subcontractor management preferable.
Experience/understanding of construction processes and concepts supervision and the handover of projects preferable.
Working knowledge of the US/California rail regulatory frameworks preferable.
