Working within the Asset Management Team, this role will play a key role in a highly motivated Highways Maintenance Team, participating in the delivery of the effective and efficient Highways Maintenance function within the Capita Highways, Commercial Team.

The post holder will be required to assist the Senior Quantity Surveyor in providing full Commercial support to the appropriate Project Teams and any other staff that work with them, in delivering the Commercial and Financial aspects of all Pre-Contract activities and subsequent Live Projects to be delivered by the business.

You will be the go-to commercial representative for all matters relating to contract and project activities for your allocated projects and programmes. You will be responsible for all estimating and assessment of valuations from the Term Maintenance Contractor. You will also be responsible for effective customer and stakeholder engagement and awareness, providing customer service excellence at all times.

Job Description:

Capita are looking for a Quantity Surveyor to join our successful team, to work on the Quantity Surveying and Estimating activities for highways construction projects across Capita's Highways portfolio in both the London Borough of Barnet and North Tyneside.

The Service encompasses three integrated teams i.e. Asset Management; Traffic Management & Compliance; and Performance, Programme and Innovation. The teams are underpinned by robust Business Support Functions to ensure the right decision at the right time.

The Service has in place clear performance and improvement mechanisms to ensure that every team understands and delivers against their roles and responsibilities in relation to ‘The Way We Work’, the transformation programme the service has commenced in relation to driving continuous improvement across everything we do. This approach enables all activities to be undertaken in an integrated and focused way delivering the Service vision, objectives and outcomes in an accurate and timely fashion, ensuring Service Excellence at every point of customer contact.

What you’ll be doing:

Key Responsibilities

  • To ensure that full commercial records and associated information are fully maintained and readily available to the business, should it be required, whilst also ensuring full compliance with all Project contractual requirements and contractual responsibilities and Partnership objectives.
  • Assisting the Senior Quantity Surveyor and Project Managers in the pricing of all Pre-Contract works, ensuring that all procurement and associated governance requirements are carried out fully and documented for auditability purposes.
  • Participate in the preparation, issuing, reviewing and managing of Early Warning Notices, Compensation Events within the agreed contractual timescales and subsequent timely agreement of all CE’s, variations or claims and any additional payments that may become due as a result.
  • Participate in the preparation and specification for tendering and implementation of highways maintenance contracts in accordance with current legislation, analyse and report on returned estimates and tender documents as required.
  • Ensure that all required Sub-Contracts are produced, agreed and signed by all Parties prior to works commencing on a Project.  All Subcontracts must be wholly stepped down versions of the Main/Client Contract.
  • Help ensure that all main contracts have terms and conditions that are appropriate, with all commercial risks identified and agreed. Any known Tender exclusions or clarifications must be captured on both.
  • Ensure that Capita's supply chain is engaged appropriately with the correct contract terms and conditions.
  • Ensure robust, accurate and timely cost and value reporting.
  • Ensure accurate cash flow forecasting and reporting takes place monthly to agreed Finance deadlines.
  • Carry out full Project level cost management including forecasting to agreed Finance timetables.
  • Ensure that Project Risks and Opportunities are clearly identified at Tender stage and monitored fully throughout the Project Lifecycle.
  • Prepare all applications for payment, agree same with the relevant budget manager and issue Payment Notice to Finance for invoicing.
  • To liaise and deal courteously and in line with policy with all enquiries from elected Members, members of the public, and stakeholders to deliver service excellence, including the preparation of high quality, factual, letters, technical reports and other documents as required.
  • To deliver, at all times, a professional technical service aligned to "the Way We Work" contributing to the appropriate Council's wider objectives, responding to customers' needs and the principles of continuous improvement. 
  • To attend internal and external meetings and represent The Service at public and other meetings as directed, maintaining service excellence and customer care at all times.
  • To take ownership of personal training and development needs, completing all specified training to standard and to time, and keep up to date with latest industry developments.
  • To ensure compliance with all Health & Safety legislation and associated codes of practice, Re and Council policies.
  • To carry out all duties with due regard to the Customer Care, Equalities, Information Governance, Data Protection, GDPR, Financial Regulations and Health and Safety policies and procedures.
  • To undertake any other duties which may reasonably be regarded as within the nature of the duties and responsibilities / grade of the post as defined, subject to the proviso that normally any changes shall be incorporated into the job description documentation.

Sphere of Influence

As the go-to commercial lead for a range of allocated projects / programmes you will be responsible for how the service is viewed by stakeholders through the delivery of these services. You will have responsibility for collaboration with Term Maintenance Contractors to ensure the auditability of all payments. You will work collaboratively within and external to your team, including ensuring client, member, customer and stakeholder relationships are maintained. You will always maintain professional standards and deliver customer service excellence.

  • The successful candidate will need to be highly proficient in all aspects of the commercial management of Highways Maintenance Contracts
  • Has the ability to take ownership and lead a multi discipline team with regards any commercial activity, knowledge or requirements
  • The successful candidates home location can be flexible, as Capita encourage staff to work from home whenever possible, but some travel between both our North Tyneside and the London Borough of Barnet office locations, will be required to be undertaken, as and when required.
