Project Overview:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

BGCAPP operates on a 24/7 schedule. This position may be required to work a schedule of rotating shifts including nights, weekends, or holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required.

Position Summary:

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Quality Control (QC) Specialist at the Richmond, KY site location. This position will report to the QC Supervisor at the BGCAPP project. Performs project quality control activities in a technical or administrative capacity. Responsible for the performance of on-site tasks related to quality control compliance. Ensures inspection duties are in accordance with the approved quality program. Responsible for preparing documentation of inspection activities and maintaining quality control records. Generally assigned to a single discipline activity interfacing with a multidiscipline operation. 

This BGCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

BGCAPP operates on a 24/7 schedule. This position operates on a Dupont schedule and will be required to work a schedule of rotating shifts including nights, weekends, and some holidays. The ability to obtain/maintain access to the Blue Grass Army Depot is required. This position may require additional overtime hours as deemed necessary.

Responsibilities:

Performs inspection functions in accordance with inspection plan, monitors inspection duties assigned to subcontractors and reviews results of inspections.

Implements quality control procedures and establishes detailed scheduled for onsite inspection activities.

Inspects and documents acceptance of project activities and installations.

Performs Quality Control Witness and Hold Point verifications in accordance with Work Package instructions.

Identifies nonconforming items and corrective action requirements; initiates nonconformance reports and monitors status through to closure of corrective action.

Responsible for the maintenance of technical and other pertinent documents, as directed.

Qualifications and Skills

Basic Qualifications:

Level 1: Bachelor’s degree in engineering, science, quality or a related discipline from an accredited college or university with 1 year of related QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance or in lieu of a degree, 7+ years of progressive and relevant professional experience as a QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance.

Level 2: Bachelor’s degree in engineering, science, quality or a related discipline from an accredited college or university with 3 years of related QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance or in lieu of a degree, 9+ years of progressive and relevant professional experience as a QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance.

Must be a U.S. citizen.

Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety). *

Minimum Qualifications:

Working knowledge in the application of construction, engineering, procurement, operations, commissioning, training, environmental safety & health, and subcontract practices sufficient to comprehend regulatory and quality program requirements.

Awareness of environmental compliance laws and requirements.

Awareness of government compliance standard.

Knowledge of quality principles and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.

Experience in a closed loop corrective action system application used to eliminate nonconforming conditions.

Working knowledge of or experience with the development of specifications, drawings, material requisitions, services requisitions, purchase orders, subcontracts, and interfacing with suppliers.

Proficiency in oral and written communication, change management, facilitation, and coaching skills.

Proficiency in the use of applicable computer applications to include Microsoft Office software (i.e., Word, Excel, Outlook, and Power Point).

Preferred Qualifications:

Previous BGCAPP project experience.

Knowledge of Bechtel’s “Zero Accident” safety program.

Knowledge of Bechtel Standard Work Process Procedure.

Knowledge of Bechtel’s administrative software including INFOWORKS, DEVONWAY, MAXIMO.

Knowledge of Quality Assurance and Quality Control standards and requirements.

This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
