SUMMARY:

Produces professionally written, customer-focused, persuasive proposal content within a dynamic, deadline-driven business environment. Develops clear, compelling content that clearly articulates Bechtel’s value proposition, with the proven ability to translate specific technical information and jargon into approachable text that aligns with the customer’s requirements, terminology, and expectations. Leads proposal narrative development for EOIs, RFIs, presentations, RFQs, RFPs, and other marketing and qualification documents for Bechtel customers across diverse industry sectors and regions. As assigned, leads, manages, and coordinates EOIs, RFIs, RFQs, and presentations through submittal. Must be an exceptional writer and communicator with the ability to create proposal content by first understanding and outlining client requirements and then interviewing subject matter experts to draft original content or tailor existing materials to ensure content is compliant, accurate, and promotes Bechtel’s competitive differentials and advantages. Able to work with graphic designers to turn complex ideas and text into graphics. Must be able to work to strict deadlines; effectively communicate with clients, partners, and fellow employees; schedule/complete multiple tasks; and be flexible and comfortable working in a fast paced, results-oriented environment.

JOB DIMENSIONS:

A.  Supervision Received

Reports to and receives operational guidance from Manager of Marketing and Proposals and functional guidance from the Infrastructure Manager of Strategy & M&BD. During active proposals, receives daily direction from the Proposal Manager.

 

B.  Supervision Exercised

May provide direction and guidance to administrative and clerical support staff, as well as graphic designers and proposal writers.

 

C.  Contacts

  • Coordinates with Manager of Marketing and Proposals as appropriate for support services including (but not limited to) graphic artists, administrative support, and production services.
  • As the lead on a particular section/ volume of a proposal, coordinates with Proposal Manager on strategy/goals for that section.
  • Coordinates with project managers and functional managers to establish and maintain contacts needed to keep proposal databases/share drives current, including write-ups on functional processes and approaches, past performance, corporate initiatives, and company resumes.

 

PRINCIPAL RESPONSIBILITIES:

 

  1. Leading the development of engaging, customer-focused proposal and other written content including:
  • Writing and editing persuasive, accurate content including executive summaries, past performance/experience sections, and functional/discipline-specific technical sections in coordination with subject matter experts (SMEs). Identifying and re-working existing pre-written content where relevant.
  • Creating proposal content that promotes Bechtel’s competitive advantages/discriminators by working with team members to understand market positions, competition, current capabilities, culture, and customer drivers.
  • Assisting the Proposal Manager or M&BD Manager in analyzing customer needs and issues, and developing compliant, customer-focused response strategy for assigned proposal sections.
  • Delivering completed proposal content to the Proposal Manager or other stakeholders against agreed deadlines, escalating issues as required.
  • Interviewing and working closely with subject matter experts to develop proposal content. Writing the proposal and other content based on understanding and ability to communicate the win strategy and technical solution. Ability to seek input from a variety of stakeholders (e.g., technical experts, legal, etc.), while maintaining accuracy and alignment with customer tone and requirements. Flexibility to try a variety of communication methods and strategies to achieve the desired result.
  • Translating customer requirements into annotated proposal outlines and content plans that are designed to deliver a timely, winning proposal that is compliant with both the customer and Bechtel requirements.
  • Coaching the wider organization in writing best practices. Participating in and leading storyboard or other planning sessions.
  • Working with graphics designers to develop graphics to support written content.
  • Proactively developing a network of subject matter experts.
  • Dispositioning color team reviewer comments of draft content, developing color team recovery plan, and finalizing document by incorporating comments.
  • This position is not an editor role. Instead, the focus will be developing original content based on input from and interaction with the business. There will be editing as part of this role, but the primary focus is developing and writing original content.
  1. Leads preparation of an entire section/volume of a large/complex proposal supporting the assigned Proposal Manager and Capture/M&BD Manager including:
  • Assisting Proposal Manager with developing strategy/goals for that particular section or volume.
  • Recommending resources needed for that section/volume to the Proposal Manager.
  • Translating customer requirements into annotated proposal outlines and content plans that are designed to deliver a timely, winning proposal that is compliant with both the customer and Bechtel requirements.
  • Writing content in coordination with subject matter experts (SMEs) and functional management/resources.
  • Supervising the work of all resources assigned to the section/volume including coaching on the proposal process, disseminating the strategy and goals, and overseeing progress and quality of work through frequent reviews.
  • Participating in Plan of the Day, storyboard reviews, and other reviews as required.
  • Reviewing other sections/volumes of the proposal to ensure compatibility of information among the various sections/volumes.
  • Writing section/volume summaries, introductions, and specific material.
  • Approving the section/volume for incorporation into the overall proposal prior to management reviews.
  • Supporting the color team reviews, dispositioning color team reviewer comments, and developing color team recovery plan.
  • Resolving comments on the section and finalizing all work submitted by the various section authors prior to submittal to the Proposal Manager for final incorporation into the overall proposal.
  1. Supports post-proposal activities such as documenting and disseminating lessons learned, debriefing information, and proposal process improvement suggestions to the Proposal Manager, Proposal Center Manager, Manager of Strategic Planning and M&BD, other proposal managers, and others as appropriate.
  2. Maintains data, tools, and systems needed to support preparation of qualification documents and proposals (i.e., project description databases, resume databases, corporate/division/project statistics, commendation files, etc.). Develops generic proposal material.
  3. Develops/leads, manages, and coordinates EOIs, RFIs, RFQs, and presentations and other M&BD support and marketing materials as assigned.

JOB KNOWLEDGE:

  • Exceptional, demonstrated skills in developing persuasive written and oral communication, including excellence in writing/editing compliantly and relevantly to bid questions and conceptualizing effective graphics to present technical, organizational, or procedural material.
  • Experience in developing highly complex, persuasive written content including proposals, qualification documents, and customer presentations based on industry proposal standards and requirements for Infrastructure customers such as government agencies, commercial clients, and local municipalities or other organizations.
  • Performs job responsibilities on very complex, large proposals and projects.
  • Thorough knowledge of all aspects of Bechtel capabilities, operations, history, experience, and approaches (or the ability to quickly learn and incorporate this knowledge).
  • Knowledge of Engineering, Procurement, and Construction (EPC) industry, including customers, competitors, and partners.
  • Ability to support interpretation of bid/solicitation requirements and proposal response strategy and approaches on individual opportunities.
  • Proposal preparation processes and procedures, including ‘Shipley Method’ and its variants, and ability to flexibly utilize various processes and procedures dependent upon nature and scope of proposal effort.
  • Ability to work collaboratively and flexibly with colleagues, team members, and partners.
  • Demonstrated skill in preparing proposals, qualification documents, presentations, and other marketing materials.
  • Ability to think creatively in support of compelling proposal responses and other M&BD submittals.
  • Expert knowledge in Microsoft Word and PowerPoint and Adobe Acrobat and InDesign; working knowledge of Microsoft Excel.

 

BASIC JOB REQUIREMENTS:

  • Bachelor’s Degree or equivalent experience; Master’s preferred.
  • Proposal technical writing experience.
  • Proposal writing training and education (e.g., APMP certification) preferred.
  • Exceptional technical writing and editing abilities, including knowledge of editorial practices and standards and industry-wide best practices in proposal writing and editing.
  • Ability to work under pressure to meet multiple deadlines.
  • Strong communication skills.

 

OTHER JOB REQUIREMENTS:

  • Ability to work unpredictable schedules, including overtime, weekends, and holidays as required.
  • Ability to travel to support proposal efforts as needed.
  • Ability to effectively lead and/or work/collaborate with diverse, multi-disciplinary teams of proposal personnel and train participants in required skills or procedures.
  • Ability to quickly grasp and adhere to Bechtel Visual Identity, style guides, and proposal preparation processes.
  • Ability to perform responsibilities with minimal supervision, with emphasis on independent creation of draft material.
