Position Overview:
Reporting to the NS&E Proposal Center Manager, the Proposal Specialist II supports and/or leads (as assigned, dependent on size/complexity of task) with the preparation, development, review, and finalization of proposal and qualification documents and marketing and business development (M&BD) materials and presentations using Bechtel standard tools/systems/processes (based upon Shipley proposal methods/practices). Strong organization, writing, editing, and formatting skills are crucial. Responsible to manage and coordinate team and inputs from initial issue to final production and submittal. Performs responsibilities with under minimal supervision with focus on independent development and design of material. Must have ability to work to strict deadlines, effectively communicate/collaborate with fellow employees, schedule/complete multiple tasks, and be flexible and comfortable working in a fast paced, results-oriented environment.
Responsibilities:
The development and submittal of qualification documents, marketing materials, and proposals including:
- Distributing proposal support information to members of the team, including development of Proposal Compliance Matrix / Division of Responsibility for author/submittal requirements, and support/lead of Plan of the Day meetings.
- Coordinating records management to include organizing/maintaining proposal share drives/folders, maintaining electronic files in accordance with established procedures.
- Understanding customer submittal compliance requirements and ensuring these requirements are understood and flowed to team.
- Developing submittal templates fully compliant with customer requirements and Bechtel Visual Identity (BVI).
- Inputting assigned technical author (SME, functional representative) material to templates, with strong focus on editing and formatting to create consistent voice and visual feel of entire submittal.
- Preparing, editing, and writing drafts of non-technical proposal material (executive summary, past performance, resumes, standard safety/quality/other functional responses).
- Coordinating graphic needs with graphic designer (ability to create less complex graphics).
- Coordinating issuance of drafts for review by management, formal color review teams, and proposal team as appropriate. Supports dispositioning of review output into proposal or other documents.
- Coordinating production, quality checks, packaging, and shipment (hard and/or electronic copies).
- Supporting Capture Manager in development of Win Themes and ensuring they are conveyed consistently throughout work products.
- Coordinating collection and completion of required proposal and bidding entity information such as representations and certifications, organizational conflicts of interest, foreign ownership and control information, standard forms, acknowledgement of amendments, past performance/experience, etc.
- Establishing priorities and monitoring tasks to ensure compliance and conformance with established standards/procedures and Bechtel/customer requirements.
- Using organizational skills to prioritize job elements, maintain time schedules, ensure cost effectiveness, and ensure the availability of materials needed to complete tasks.
- Assisting with preparation of follow-up material and clarifications of proposals to clients.
Supports the maintenance of data, tools, and systems needed for preparation of qualification documents and proposals (i.e., project descriptions, past performance/experience, previous functional write-up, resumes, corporate/division/project statistics, etc.). Assists with developing and maintaining generic proposal material and statistics.
Performs assignments related to M&BD and internal/external customer documents, including development and design of presentations, brochures, and various M&BD internal and external work products.
Assists proposal team with maintaining contact with project managers and functional managers to keep proposal databases current.
Job Knowledge:
- Experience in preparing/organizing large documents and presentations.
- Experience in managing, collaborating, and/or coordinating teams to deliver work products.
- Strong organizational skills with ability to identify, collect, and maintain data and written work products.
- Strong writing, editing, and formatting skills.
- General knowledge of company capabilities and experience.
- Strong knowledge in Microsoft Office Suite (Word, PowerPoint, Excel), Microsoft Teams/SharePoint platforms; working knowledge of Adobe Acrobat and InDesign.
Basic Job Requirements:
- Bachelor’s Degree and 3 years of related experience or in lieu of a degree 9 years of equivalent experience.
- A minimum of 3 years marketing, business development, or relevant professional work experience.
- Prior experience in technical writing and editing, including editorial practices and standards.
- Strong oral/written communication and presentation skills.
- Strong ability to coordinate and collaborate with multiple team members.
- Ability to work under pressure to meet multiple deadlines.
- Performs stated job responsibilities under minimal supervision, with emphasis on creating proposal material and supporting the proposal team on large/complex efforts and leading smaller efforts.
Preferred Job Requirements:
- Prior work experience on proposal teams or in a proposal center.
- Knowledge of Shipley proposal methods/practices (APMP Certification a plus).
- Knowledge of Photoshop and/or Illustrator knowledge.
Other Job Requirements:
- Ability to work unpredictable schedules, including overtime, weekends, and holidays as required by solicitation.
- Ability to work/collaborate with diverse, multi-disciplinary teams of proposal and M&BD/management personnel.
- Ability to quickly grasp Bechtel’s experience, capabilities, discriminators, and key selling factors and communicating them in written/graphical material.
- Ability to quickly grasp and adhere to Bechtel Visual Identity, style guides, and proposal preparation processes.
- Ability to travel to support proposal efforts as needed.
