This is an exciting opportunity to help shape the future direction of the Export Control Joint Unit (ECJU).
The ECJU is part of DIT. It:
• Administers the UK’s system of export controls and licensing in order to prevent exports that could harm national or international stability and security, or cause humanitarian concerns.
• Brings together operational and policy expertise from the DIT, FCDO and the MOD.
The ECJU is embarking on an ambitious transformation programme beginning with: reviewing and improving its strategic objectives and operating model and answering multiple challenges around how best to improve how it manages and governs its performance and risks. The programme will focus on ECJU people, culture, technology and operational delivery.
The unit is also undergoing a digital transformation which brings with it significant potential business benefits, but in a complicated and challenging context. The Transformation Team is a small, friendly, supportive team that has recently been set up to deliver this Programme.

Key Accountabilities
There are two great opportunities to be part of a varied and evolving Transformation Programme.
1) Communications and Business Change manager will:
• Lead on the internal and external communications for the Transformation Programme by:
o Considering previous work in this area and how to build on what works and develop new strategies.
o Developing and implement an agreed communications plan for both internal and external stakeholders, such
as business, other government departments, civil society.
o Implementing a range of engagement approaches as defined in the programme’s communications strategy.
that will support the delivery of engagement workshops, and other means of seeking feedback, and build a
common understanding of the programme’s objectives.
• Support the transformation and change programme in ECJU by:
o Identify and prepare for tasks, dependencies and activities to ensure the business is ready to take on the
identified change.
o Delivering meaningful reporting and timely updates to SMT/SLT and key stakeholders and manage visibility of
progress.
o Managing risks and issues by being proactive and working collaboratively to alleviate and find solutions to
resolve any issues across the programme. Escalate where appropriate.
o Acting as our Change Champion – Keep colleagues engaged to enhance the culture of development and
manage culture fatigue. Conduct stakeholder relationships skilfully and respectfully.
2) People and Culture
This role will support the People and Culture lead of the Transformation Programme by:
• developing an assessment of the:
o current culture in ECJU and understanding of what people want it to be in the future
o capability in ECJU and what is required to deliver an effective business
• planning and implementing a series of activities to achieve the above,
o identifying any dependencies and risks.
o managing risks and issues by being proactive and working collaboratively to alleviate and mitigate any issues
• Working with the Change Champion and the Change Management Advisory team to keep people engaged, avoiding any culture fatigue.
• conducting stakeholder relationships skilfully.
The aim is to ensure that stakeholders
• Understand the purpose of the Programme and the opportunities it offers.
• have the opportunity to be involved and develop the programme.
• Feel that their views are being taken into account.
• Develop a sense of energy and excitement about the future changes.

The role will be based in either Darlington or London. You will be asked to express a location preference during the application process.

Informal hybrid working arrangements will be available as agreed with the vacancy manager and in line with the requirements of the role.
Most DIT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in an office, on average. If your office location is London, you will be eligible to receive London weighting.
DIT will cover travel costs/expenses to any office which is not your usual office location in line with departmental expenses policy. DIT will not cover commuting costs to your agreed office location.
Appointments will be made to candidates in merit order based on location preferences.
