Project Overview:
Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all of Bechtel's business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bid proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.
Summary:
Performs cost estimating, analysis, and control activities, as directed. Performs schedule development, maintenance, and monitoring activities as directed for multiple projects, Bechtel Equipment Operations (BEO), and its business lines.

Reports to and receives technical and operational supervision from designated supervisory personnel.
Contacts
Maintains relationships with functional and project personnel, particularly BEO business line leaders and department heads.
Provides routine or well-defined data, at supervisor’s request, to internal project customers.
Responsibilities:
The following duties are General/Common across disciplines within the Project Controls function:
Takes lead in preparing cost/schedule data for proposals or contracts.
Takes lead in developing specific project codes of accounts and recommends appropriate modifications and revisions.
Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
The following duties are performed with respect to Cost Engineering and Estimating:
Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications.
Prepares specific budgets in accordance with prescribed standards and procedures.
Investigates the requirements for estimating and/or cost control data.
Review and approve coding of purchase orders, service orders, and field material requests.
Other cost or change management tasks as assigned by the Project Controls Supervisor.
The following duties are performed with respect to Scheduling:
Maintains the BEO Level 1 schedule.
Coordinates BEO level 2 project schedules with associated Bechtel project and BEO business lines.
Manages and updates project specific level 4 schedule with BEO business line managers with the use of Microsoft Project.
Identifies scope of schedule activities. Determines schedule dates for work activities within a BEO business line. Determines milestones to support project specific Level 4 schedule.
Performs schedule development duties to include establishing the work breakdown structure (WBS), determining the work activity duration, establishing the proper workflow logic ties, and developing the required job expenditure.
Establishes work sequence and activities durations for BEO and its business lines. Determines interdisciplinary constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with project plan teams.
Continuously assists BEO business line managers in developing their individual work plans and knowledge of overall business line requirements. Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.
Assists with maintenance of critical path schedule reports and schedule performance metrics.

Basic Qualifications:
Bachelor’s Degree in Engineering, Construction Management, or Finance/Business related degree is required with a minimum of 3 years of related professional work experience or in lieu of a degree 9 years of relevant work experience.
Minimum Requirements:
Advanced knowledge in the use of Microsoft Excel, and intermediate knowledge of Microsoft Project.
Excellent communication skills (both written and verbal) and be comfortable working with and presenting financial information to senior management.
Self-starter capable of working complex tasks through to completion with limited direction, supervision, time, and little or no support staff.
Exercise utmost discretion in the handling of Bechtel/GBU strictly confidential financial information.
Preferred Qualifications:
Experience with Microsoft Power BI and Power Pivot.
General knowledge of EPC work processes and Controller procedures.
