Job Description

Project Background:

Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.

 

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

 

Selected candidates will be eligible to participate in the Employee Retention Incentive Program, which will provide up to 42% of base compensation. The selected candidate will report to the Central Cost Supervisor.

 Role Overview:

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for Project Controls Engineer at the Richmond, KY mall location.

This BGAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires BGCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This is a long-term assignment with a 4-10s schedule. The work hours are from 7:00 am to 5:30 pm. This position may require additional overtime hours as deemed necessary. BGCAPP operates on a 24/7 schedule. 

 

Responsibilities: 

The following duties may be performed with respect to Risk, Cost Analysis, Control and Scheduling activities:

Assists in developing and implementing requirements for cost recording, cost coding, reporting, and analyzing standards, programs, and reports.

Performs performance monitoring and control functions for specific applications.

Assists in development and maintenance of the Risk Management Program.

Assist in completing Organization Self Assessments, as assigned.

Determines scope definition requirements for a discipline or other specialty and works with Area/Functional support personnel and other sources to coordinate the production of required data to conform to the overall estimate preparation plan.

Performs cost data analysis and development.

Coordinates quantity estimates for trends/baseline change proposals.

Assists in developing specific project control accounts and recommends appropriate modifications and revisions. This includes training in the proper use and definitions for the cost accounts.

Identifies scope of schedule activities. Determines schedule dates for work activities within a discipline area or specialty. Determines milestones to support project schedule.

Works with Area/Functional personnel to coordinate work sequences with the total project plan. Conforms work sequence and activity durations per project’s execution plan for a specific discipline or specialty. Determines inter-discipline constraints or interfaces that define activity sequences.

Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty.

Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule.

 

Basic Qualifications:

Level 1: Bachelor’s Degree from an accredited university or in lieu of a degree, a high school diploma or equivalent and at least 6 years of professional experience.

Level 2: Bachelor’s Degree from an accredited university and 1 year of professional experience or in lieu of a degree, a high school diploma or equivalent and at least 7 years of professional experience.

Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

This role requires a facility-specific clearace that requires U.S. Citizenship to obtain.

Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety).

 

 Minimum Qualifications:

Skilled in oral and written communication.

Proficient in software applications such as Excel, Word and PowerPoint.

 

Preferred Qualifications:

Demonstrates intermediate level understanding of Project Controls general technical skills.

Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

Proficiency in cost processor and/or scheduling software applications (e.g., Cobra, EcoSys, Primavera, etc.).

Prior Earned Value Management System experience on an Engineering, Procurement Construction job.

Flexibility to respond to urgent project requests and/or changing priorities.

Ability to work under pressure and with minimal supervision.

Demonstrated ability to work with people of varied backgrounds and objectives.

Previous or current experience in Risk Management Program.

 This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
