Context:
Under the direct supervision of the Chief of Mission (CoM) and Coordinator for the People’s Republic of China (PRC), Hong Kong Special Administrative Region (SAR) and Mongolia based in Beijing, China and in cooperation with relevant Units at the Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand and Headquarters (HQ), the Programme Manager will be responsible for the implementation, oversight and coordination of the “Understanding and Managing Internal Migration in Mongolia†project. This 4-year project aims to contribute, amongst others, to improved socio-economic well-being of internal migrants, especially women, through: a) improved migration data collection and management, working with existing census data and national surveys as well as IOM’s pioneering methodology for tracking rural to urban migration flows; b) using existing and new mobility data to inform national development planning and migration governance; and c) addressing vulnerabilities of internal migrants through improved access to information and services based on a broad range of approaches including proven Communication for Development methodologies.
Core Functions / Responsibilities:
1. Provide strategic direction, analysis and input to the CoM on the implementation of the programme.
2. Manage the overall implementation of the programme in a timely manner, being responsible for administrative and technical oversight of the project activities, in line with IOM’s policies and practices as well as donor requirements.
3. Liaise with relevant interlocutors (including government line ministries, non-government and international stakeholders, and donor representatives) on programme implementation, facilitating information exchange and programme cooperation, as well as promoting IOM-implemented initiatives.
4. Supervise assigned staff in implementing operational, human resources, administrative, budgetary and financial management in line with IOM’s rules and procedures and in close coordination with Sr. Admin/Finance Assistant of the Mission and Senior Regional Resources Management Officer (SRRMO).
5. Oversee the work of short-term experts and consultants retained under the programme including but not limited to project activities related to capacity building and trainings, research, analysis as well as monitoring and evaluation.
6. Manage financial, budgetary planning, exercise quality control over all procedures and documents and ensure proper follow up as necessary.
7. Monitor resource utilization in accordance with planned and budgeted programme activities and recommend remedial action where necessary.
8. Oversee and coordinate monitoring and evaluation as well as all donor reporting requirements.
9. Drive the development of reports, presentations, talking points, and briefings on programme activities.
10. Ensure project visibility through preparation and submission of project-based newsletters, summary reports, or other materials to relevant stakeholders.
11. Lead project development efforts to complement or expand existing projects and/or for new project initiatives in related fields in close coordination with the CoM.
12. Represent IOM in any events, initiatives, meetings or other fora that are institutionally and/or programmatically relevant to IOM’s presence and profile in the country.
13. Regularly update the CoM on migration issues, emerging trends, and formulate strategic priorities in coordination with CoM and relevant Regional Thematic Specialists.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Migration Policy, International Development, International Relations, Political or Social Science, Law, Public Administration, or a related field from an accredited with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience and proven skills in working on at least one of the following areas: migration governance both at policy and operational levels, specifically in the areas of internal management, migrant integration, migrant protection and assistance labour migration and human development, and disaster preparedness and response;
• Experience in evidence-based policy making using, for example, census data, national survey, population statistics, etc.;
• Experience in working in and/or knowledge of IOM’s Displacement Tracking Matrix (DTM) is highly desirable;
• Experience in project management, planning and implementation, research and policy formulation;
• Experience in liaison with governmental authorities as well as with national and international research institutions.
Skills
• Excellent drafting, communication, negotiation and public speaking skills; solid diplomatic skills;
• Knowledge of international policies, strategies and frameworks on migration management;
• Demonstrated ability to supervise, train and motivate staff in a multicultural team environment;
• Good level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
