HQ Air Command is an attractive place to work, located in the village of Walters Ash, supported by good public transport links with regular bus services to and from Aylesbury and High Wycombe. It has a dedicated Programme Management Support Function (PMSF) that ensures the coherent and consistent management of its capability change programmes. Within this PMSF, there are seven Programme Management Offices (PMO’s), which act as information hubs, each one formed of at least five personnel who as a team support the Senior Responsible Owners (SRO’s), their Programme Managers and Desk Officers to successfully deliver new capabilities. The PMO’s strengthen the Programme Managers capacity to focus on strategic issues and are a valuable source of information relating to the health of the constituent elements of the individual programmes. The teams consist of a mixture of civil servants, regular and full-time reservist military personnel.
This position is advertised at 37 hours per week.
This post is part of the Air Mobility PMO which covers a broad and dynamic portfolio of programmes and projects that deliver enabling capabilities across a variety of Air Command outputs. Examples of the programmes currently in delivery include: A400 Atlas, C17 Globemaster, C130 Hercules, A330 Voyager and Command Support Air Transport.
This role presents an excellent opportunity to gain valuable Portfolio, Programme and Project Management (P3M) experience across a diverse portfolio, enhanced by on the job training opportunities that offer the ability to gain professional P3M qualifications.
As a member of the Air Mobility PMO Team, you will be actively involved in the scheduling, running and subsequent reporting from a variety of governance boards and working groups. You will engage on a daily basis with the programme stakeholder communities to progress delivery and assist with the drafting, management and on-going control of the necessary supporting P3M documentation and artefacts such as those that relate to Benefits, Risks, Assumptions, Issues, Dependencies or Opportunities.
Responsibilities
Management of the Air Mobility swim lane drumbeat of quarterly governance meetings, ensuring they are deconflicted with other events and deliver outputs of appropriate quality in timelines that meet the broader reporting requirements of the Portfolio Management Reporting System (PMRS) and the Air HQ Senior Management.
• Contribute to the generation of the documentation necessary for governance boards and working groups to facilitate assurance that the programmes are under control and on track to deliver the mandated benefits. Obtain endorsement from SRO’s and Programme Directors where this is required.
• Work with delivery organisations, DE&S Project Manager’s, Requirements Managers and Air Cap Desk Officers to develop the artefacts and documentation necessary to direct, support and inform programme decision making.
• Lead on the management and use of Air Mobility Information Management tools and processes, controlling access to our document libraries. Identify opportunities to exploit and improve the existing capabilities across the swim lane and where possible more broadly across Air Command. Act as the swim lane focal point for IM issues and co-ordinate activity related to our share-point document storage areas.
