The purpose of Consular Services Department (CSD) is to provide British people with excellent 24/7 consular services. CSD takes responsibility for those services which British people abroad can access directly. These include: our phone, written enquiry, and social media services in our Consular Contact Centre; our remote processing and issuing of urgent documents in our Service Centre; our digital services (such as notarial & document services, assistance, and registration); and the presentation of consular content on GOV.UK.
We have a remit to further improve the ‘end-to-end’ consular services we offer British people. Specifically, we want to ensure that the ‘always on’ global 24/7 services are fully integrated with the face-to-face services we provide through working collaboratively with others.
We are currently implementing a five-year Digital, Data and Technology investment known as the Resilient Consular Services Programme. The programme will provide resilient, personalised support to British people abroad from the moment of first contact through to case resolution.
The Programme Benefits Manager will proactively identify, quantify, and track the realisation of benefits used to justify investment underpinning the Resilient 24/7 Consular Services Programme. They will ensure that a ‘fit for purpose’ approach to benefits measurement and realisation is defined and implemented to provide assurance that the benefits identified can be achieved.
This is a key role working across several delivery teams and in close partnership with colleagues across the wider Foreign, Commonwealth & Development Office (FCDO).
The successful candidate will:
• Lead benefits management, working with others to define benefits and outcomes for individual projects, products and applications.
• Create Business cases using the Green Book.
• Champion the use of best practice benefits management standards, tools and processes.
• Ensure that benefits are sufficiently defined, and appropriate means of measurement are in place, in order that benefits can be tracked across the lifetime of the programme.
• Work collaboratively with Portfolio and Programme colleagues to integrate benefits management widely.
• Define, shape and oversee the implementation of the programme’s benefits management strategy.
• Design, develop and oversee the implementation of the Benefits Realisation Plan including change control, risks to benefits realisation, and proposed mitigations.
• Establish mechanisms for both the programme and specific projects within the portfolio for co-ordinated and consistent tracking and reporting of benefits throughout the relevant project lifecycles and into realisation. The job holder will use appropriate tools and techniques and be responsible for the analysis and reporting of benefits realisation to the relevant Boards.
• Co-ordinate workshops, map benefits and ensure alignment to the benefits management strategy and work with a range of stakeholders to validate and test dependencies and interdependencies.
• Create and lead the project to deliver the agreed outcomes within time, budget and quality.
• Ensure that the benefits map illustrates the relationship between outcomes and outputs.
• Have responsibility for the development and maintenance of benefits artefacts throughout the programme (e.g, Benefits Profiles, Benefits Dependency Maps, Benefits Realisation Plans, Benefits Register and Learning from Experience (LFE) Register).
• Participate in benefits-focused review and assurance activities.

Minimum Criteria
• Experience of benefits management.
• Experience of writing Business cases.
• Experience of data reporting and analytical skills and interpreting financial data.
• Experience of maintaining and using benefits artefacts (e.g. benefits profiles, benefits realisation plans) to embed a culture of benefits management practices across a complex programme.
• Experience of capturing benefits of digital applications and IT systems.
• Professional Programme and Portfolio delivery experience in complex projects, reporting to senior management.
