We also run and manage our IT infrastructure, data centres and core banking systems that power the world’s leading international bank.

Our multi-disciplined teams include: DevOps engineers, IT architects, front and back end developers, infrastructure specialists, cyber experts, as well as project and programme managers.

 

We work in small, agile DevOps teams with colleagues around the world from our offices at the in Southwark, our global headquarters in Canary Wharf, and multiple other locations around the UK including Sheffield, Leeds, Barnsley and Birmingham.

 

Business area overview

Recognising the importance of cross-asset programmes to the MSS business, a unit has been created within MSS IT which houses a small group of high calibre project and programme managers to manage large scale cross-asset class change programmes on a global basis.

This unit is run by Stephanie Cocagne [Head of Regulatory & Strategic Programmes] will be the single point of accountability for the delivery of specific cross-asset initiatives as well as responsible for the portfolio management function of MSS IT. This new structure enables us to more effectively respond to new regulatory and strategic demands and align to our business stakeholders. 

The portfolio of change initiatives managed by members of this unit includes elements of IBOR, Basel III, SSP, and the Conduct programme.

The team will operate a federated model; delivery, development and associated budget often continues to sit within the respective asset classes and support functions but is managed centrally from this unit.

The role of “Programme Accountant” is one within this unit and whilst the assignment of the individual to the MSS Basel II Programme is envisaged to be the current focus, this could flex over time as the shape of the CTB portfolio changes.

 

What you will be doing;

Purpose of the Job:

The Programme Accountant role is accountable for the financial management of Programmes involving both technology and business spend (in the financial year 2021, MSS Basel III has circa $70m of IT spend and $34m of business spend).

This role needs to ensure that not only are the financial practices of the programme sound and that the budget is managed with a judicious and well defined change control regime implemented, but also that insight, MIS and a financial narrative appropriate to MD level stakeholders is regularly maintained and effectively communicated.

In addition, multi-year forecasting, client recharge mechanisms/ CAMS need to be devised agreed and implemented globally across multiple business areas even beyond MSS (i.e. Global Risk and Finance as support functions).

 

Responsible For:

In general, this role will carry out some or all of the following activities:

  • Be responsible for the quality of financial reports and analysis across owned programmes, regions and entities
  • Develop broad relationships with key stakeholders, across a range of internal and external functions
  • Further knowledge in markets and products of specialisation, develop reputation as a Finance expert in related area of expertise
  • Innovate to optimise financial processes and compiling reports, driving efficiencies and cost savings
  • Lead, coach, train and develop a mid-size team of employees, both on and off shore

 

Major Challenges:

Specifically, at this time and in the context of the MSS Basel III Programme, the need is to perform the following:

  • Financial Process Manual – refresh and update a manual which describes the processes which the Programme Accountant team needs to operate.
  • Team Structure - Assess where the team needs to be further built out and hire/ manage any additional subordinates
  • Cost Management - review and assure Master Programme and “work-stream” financials and provide improved senior management
  • Chair and ensure the effective running of the Change Review Board
  • Ensure the 2022 CTB budget submission is effectively supported and implemented according to CTB planning tools and timelines determined by ITCM and IT COO

 

  • Cost Forecast / Actual / variance analysis
  • GPDM and Bus Case validation
  • Benefits forecast tracking and realisation monitoring
  • Review & assure Workstream resource plans
  • Procurement (SoW’s, Emptoris, TPS etc)
  • Central staff on-boarding
  • Business resource cost model mgt
  • Resource to project mapping
  • Software Delivery Capitalisation
  • RTB Impact Tracking and Reporting
  • Business Case submission
 

Qualifications

 

What you will bring to the role; 

ESSENTIAL CANDIDATE REQUIREMENTS

  • Experience in financial reporting and analysis across owned programmes, regions and entities
  • A hands-on approach to making things happen, identifying and addressing issues and risks in the programmes financial management practices
  • Experience with IT accounting and cost management processes
  • Exposure to global initiatives/projects/programmes and an understanding of programme governance / programme office procedures and processes.
  • Proven experience in the (large scale) financial management of Programmes involving both technology and business spend.
  • Ability to engage with Customers/ Stakeholders/ Colleagues
  • Ability to work in a dynamic and high pressure environment
  • Ability to work responsibly and demonstrate good corporate conduct

This role will primarily be London based.
