Tapestry Solutions part of Boeing Global Services BGS is seeking a Program Manager F-15 Foreign Military Sales in Maryland Heights, MO.
In this role you will serve as an Integrated Product Team Lead who oversees planning, development and integration activities for all F-15 Joint Mission Planning System (JMPS) projects. Oversees Systems Engineering, Requirements Definition, Software Development, Software Testing, User Evaluations, and Installation and Check-outs. Program management efforts involve utilizing traditional management techniques (Waterfall, EVM) as we transition to Agile software development. Participates in Business Development (BD) tasks as well as proposal preparation regularly in conjunction with contracting officers, both corporate and within the US Government. Applies technical knowledge of product support and Program Management Best Practices to direct program activities. Develops and executes project and process plans, implements policies and procedures and sets operational goals. Accountable to meet cost and schedule goals. Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports
Position Responsibilities:

- Systematically evaluates proper job classification of employees, sets employee goals and objectives, manages and evaluates performance to plan on a reoccurring basis.
- Establishes partnerships and relationships with USAF and FMS customers, stakeholders, peers and direct reports.
- Implements policies, procedures and documents to ensure consistent execution of processes within workgroup in support of Company and regulatory requirements.
- Forecasts resource needs and obtains and manages personnel, facilities, services, equipment and tools to meet project and daily operating requirements.
- Evaluates business requirements against cost, schedule and technical constraints.
- Interprets business requirements for complex and multiple project scope determination based on knowledge of the project lifecycle.
- Identifies and documents what is included (and not included) within project scope.
- Manages overall project health (e.g., Cost Performance Index [CPI], Schedule Performance Index [SPI], Earned Value, Common IT Indicators [CITI]).
- Ensures timely and appropriate generation, collection, distribution, storage, retrieval and disposition of information for complex and multiple projects.
- Stakeholder management; engaging with AFLCMC/HBM FMS PM, Boeing OFP to ensure requirements/execution is in alignment with contract and enterprise needs.Â
- Manage FMS P&L in coordination with F-15 PM
- Meet with SCRUM teams to ensure productivity and efficiency
- Present FMS portion of PMR to Government 2x per year
- Manage team of 25 employees working FMS efforts
- Participate/attend and facilitate installation and checkout at various international locations as directed by customer
- Conduct process improvement initiatives
- Present information in clear/articulate manner to senior leadership and government customers
This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship.
An interim and/or final U.S. Secret Clearance Post-Start is required.Â
Basic Qualifications (Required Skills/Experience):
- 3+ years of experience as a Manager/Lead for a team of Software Engineer and overseeing multiple projects simultaneously
- 3+ years of experience developing and presenting recommendations to leadership
- 1+ years of experience leading, managing or working within an Agile application development team
- 1+ years of experience with Program Management, including scheduling and Cost Account Manager (CAM) Earned Value Management (EVM)
Preferred Qualifications (Desired Skills/Experience):
- Experience working within accepted project management standards in the industry with any one or a combination of the following: Project management Institute (PMI), Project Management Body of Knowledge (PMBOK), Application, Development, & Sustaining (AD&S)
- Active Secret DoD Security Clearance
- Experience with mission planning and Joint Mission Planning Software (JMPS)
- Experience working as a Software, Systems, or Electrical Engineer
- Ability to convey technical design options and mission planning system capabilities to stakeholders
- Experience in Continuous Integration and Continuous Delivery
- Experience with implementing automated testing
