Boeing Global Services BGS is seeking a F/A 18 Program Manager in Maryland Heights, MO.

In this role you will lead all aspects of the F/A-18 Mission Planning program.  The primary focus of this program is developing mission planning solutions for all models of the F/A-18 platform for the US Navy and FMS customers. Job duties include managing three Scrum teams consisting of 25 software and test engineers involved with system design, requirements analysis, coding and testing, system documentation, and integration activities for the FA-18 Unique Planning Component (UPC) within the Joint Mission Planning System (JMPS).

Position Responsibilities:

  • Provides technical direction and guidance to others regarding approved processes, tools, technology and skills for own projects or processes.
  • Ensures work statement is completed on schedule and budget.
  • Support, lead, and delegate the program’s responsibilities and tasks through all stages of the project life cycle. 
  • Coach, counsel, mentor and provide developmental opportunities and job assignments to enhance employee performance and expand capabilities. Provide on-going developmental feedback. Recognize contributions of individuals and teams to improve employee satisfaction and retain a skilled and motivated workforce.
  • Maintain close coordination with the Boeing F/A-18 Mission Systems organization, associate contractors and the USN customers at China Lake, CA and Pax River, MD.
  • Work with Product Owners on cost/schedule/delivery performance to meet or exceed customer expectations.
  • Collect and analyze metrics at predetermined intervals to manage overall program health.
  • Forecast resource needs and obtain and manage personnel, facilities, services, equipment and tools to meet program and daily operating requirements.
  • Develop and execute project plans, implement policies and procedures and set operational goals.
  • Ensure compliance with the organization’s defined process set to maintain CMMI Level 3 & ISO certifications.
  • Support various management meetings with briefs on program status.
  • Work with the Mission Planning Director on strategies, goals, and objectives.
  • Develop and maintain relationships and partnerships with customers, stakeholders, peers and direct reports.
  • Mature team in Agile software development practices and driving (in concert w/customer) shift to new Government technology stack and tools associated with Next Generation of Mission Planning Systems.

This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • Bachelor's, Master's or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry
  • 10+ years as a manager/lead for a team of Software Engineers
  • 5+ years’ experience with program management, including scheduling and Cost Account Manager/Earned Value Management
  • Experience working within accepted project management standards in the industry with any one or a combination of the following: Project management Institute (PMI), Project Management Body of Knowledge (PMBOK), Application, Development, & Sustaining (AD&S)

    Preferred Qualifications (Desired Skills/Experience):

  • 5+ years of engineering experience preferably associated with software development
  • 3+ years of experience with Scaled Agile Framework enterprise (SAFe) or Agile in general.
  • 5+ years of Mission Planning experience or prior aircraft avionics experience working within a multi-disciplined integrated product team environment.
  • 5+ years of experience with Risk, Issue and Opportunity management principles and tools and the ability to apply them in various situations.
  • 5+ years of previous management experience of teams with 15 or more employees
  • 3+ years of prior experience working with DoD
