Job Summary:

The Program Leader provides counsel and advice to top management on significant Program Management matters, often requiring coordination between organizations. Supports the delivery of a strategic program representing a major company initiative by providing central expertise, governance, and control within or independent of a formal Program Management Office (PMO). Responsible for planning, organizing, and controlling resources/processes to achieve program/program objectives within scope, time, quality, and budget constraints. Manages large cross-divisional or company-wide programs or processes. Interprets internal or external issues and recommends solutions/best practices. Solves complex problems; takes a broad perspective to identify solutions. May lead functional teams or programs. Focuses on providing thought leadership and technical expertise across multiple disciplines. Recognized internally as “the go-to person” for the most complex Program Management assignments.

The Program Leader is responsible for the on time, on budget, within scope management and delivery of the program. They will need to effectively anticipate and manage issues and risks. The program manager manages horizontally across multiple parallel portfolios or programs involved with the program. Ensuring that cross-program work effort remains feasible from a business standpoint and realizes benefits. Responsible for defining, acquiring, allocating and optimizing resources across all programs, as well as any additional work that is required. To be successful the Program Manager will need to have a high level of strategic and organizational awareness.

ESSENTIAL FUNCTIONS:

  • Sets and continually manages program and program expectations while delegating and managing deliverables with team members and stakeholders                                                              

  • Full program life cycle ownership: successful program delivery will include full implementation from initiation to deployment

  • Understand and track interdependencies between technology, operations and business needs as well as dependencies between workstreams .

  • Development of an effective plans, including an integrated program schedule that encompasses all aspects for the program. 

  • Develop and maintain an effective status management & governance process and regularly report progress to the Stakeholders.

  • Be an escalation point for resolving program and program issues.             

  • Actively direct the development and maintenance of plans, practices and assignments to identify, quantify and contain the occurrence and potential impact of risks and risk events on the execution of a program and its likelihood of success. 

  • Create and maintain a financial management plan that incorporates actual financial performance to forecasted performance and justifies all variances; accurately forecasts expenditures in alignment with the program budget and supports the budgeting process throughout the program lifecycle.

  • Implement and lead an effective program change management process that pro-actively identifies program changes and incorporates an appropriate impact analysis and approval for such changes across the program team. 

  • Makes timely, effective decisions at the program level and communicating those decisions both up and down the program structure, while approaching needed decisions in a logical and thoughtful manner, weighing conflicting information where necessary.   

Formal qualification and/or Training:

  • Bachelors or Master’s Degree in Information Systems, Information Technology, Computer Science or Engineering or equivalent.

Years of Experience:

  • 8-10 years progressive work-related experience with demonstrated proficiency in multiple disciplines / technologies / processes related to the position

  • 3-5 years managing teams and / or significant complex projects.

  • Demonstrated Agile Program Leader experience in organizing, planning and executing large-scale projects from conception through implementation including Operational Readiness & Warranty period.

  • Experience coordinating multiple teams in a combined business & technology environment.

  • Demonstrated effective verbal and written communication skills for the purpose of providing and explaining technical and project related information to clients, vendors, senior management and staff.

  • Ability to easily build new relationships and proactively establish a variety of contacts across the organization.

  • Ability to work in multi-disciplinary, multi-cultural teams.

  • Broad range of program management and leadership skills required.

  • Proven ability to balance concurrent activities.

  • Strong knowledge and experience in software development in an Agile environment.

Licensures/ Certifications:

  • Certified Scrum Master (CSM) certification or equivalent

  • SAFe Certified Release Train Engineer certification or equivalent

  • Project Management Institute – Agile Certified Professional

Computer or Other Skills:

  • Proficiency in Microsoft Office (Word, Excel, Power Point)
