The Project Delivery Centre of Excellence, Corporate Strategy
This is an exciting time to join us, and there is much to do. We are continuing to develop the Project Delivery Centre of Excellence and looking to further build and enhance our four areas of expertise: Portfolio Management, Assurance, Benefits and Business Change, and the PD Profession. The Portfolio Advisor role will work across these functions and help to provide much needed capacity to test, adapt and improve our project delivery offer.
This role offers the opportunity to work at the heart of the Department’s newly emerging, high profile Project Delivery (PD) Profession. With a tripling of money being directed through our major project portfolio for Government Major Projects (GMPP), we are increasing our capacity to support project delivery. We are developing an independent function which investigates, advises on and provides internal assurance over the delivery of these projects, as well as advising on appropriate support to drive up delivery.
You will be passionate about project delivery and will have some experience of working on some of the fundamentals of P3M (portfolio, programme and project) management including risk, benefits, business change, portfolio reporting, and / or professional development. You will champion the need to work at pace to deliver to time, cost and quality, all while putting people at the heart of project delivery. This is an opportunity to learn and grow in the Portfolio Advisor role and in the project delivery space.
You will need to demonstrate your skills and experience against the following criteria:
Essential requirements:
-Good delivery skills with the ability to work at pace and to deadline, both on your own and within teams.
-Some experience or knowledge of working on a major project / programme in two or more of the following: governance and reporting, benefits management, business change, assurance and approvals, portfolio management and / or reporting.
-Good stakeholder management skills. Proven ability to work closely with a range of people at all levels to secure successful outcomes.
-An inquisitive nature with an interest in improving processes, systems and ways of working.
-Committed to improving the project delivery profession and to putting people at the heart of change.
-A P3M (project, programme or portfolio) qualification or working towards e.g. Prince2, MSP, APM

Applicants who are successful at interview will be, as part of pre-employment screening, subject to a check on the Internal Fraud Database (IFD). This check will provide information about employees who have been dismissed for fraud or dishonesty offences. This check also applies to employees who resign or otherwise leave before being dismissed for fraud or dishonesty had their employment continued. The expectation within DCMS is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU and will not apply for DCMS roles on level transfer during that time.
If successful and transferring from another Government Department a criminal record check maybe carried out.
New entrants are expected to join on the minimum of the pay band.
