POSITION SUMMARY职位描述

This position is the Xi’An Plant Quality Management role, directly report to site manager. He is to support the Plant Manager to achieve quality, cost, customer satisfaction, productivity & production improvement, and improvement by supervising and auditing site ASU (air separation unit) and BSGS (bulk specialty gases systems) operations routine activities.
这个职位是负责西安工厂质量管理体系具体实施的角色，直接汇报给工厂经理。质量管理工程师将通过监督、审核工厂日常操作活动来实现对品质、成本、客户满意度、生产力的提高和产能的提高。

The Quality Management Engineer is responsible for APXA Plant’s (X1+X2) ISO9001 system execution and consistency. He has responsibility for provides technical support for productivity & quality improvement. It is also responsible for complying with AP standards and domestic regulations related to quality, customer satisfaction. To satisfy customers in the region, he needs to respond to customer requirements such as quality control.
质量管理工程师对西安工厂（X1+X2）的ISO9001质量管理体系执行及一致性负责。同时有责任给生产力及品质的提高提供技术支持。对工厂在质量、客户满意度方面，符合AP标准和国内法规而负责。为满足区域内客户，品质管理工程师需要对客户需求进行响应，例如品质控制。

Air Products Xi’An plant include X1 plant and X2 plant. The operation units include ASU/TN, Liquefier L400, PHG, CDA, He, CO2, BSGS (Bulk Specialty Gases Systems, include N2O, NF3, SiH4, NH3, CF4), QMAC/CQC/GC system and other electronics gas, electronics purifiers, tonnage plants, etc.

PRINCIPAL ACCOUNTABILITIES主要职责

Quality Management System质量管理系统

1. Lead on new plant QMS Set-up; ensure site quality management system is well setup, maintained, and implemented; ç»„织新工厂的质量管理体系的建立，确保运行工厂的质量管理系统按照标准建立并处于良好维护中，严格地被执行；
2. Lead RCA on any potential or real quality out of spec issue and prepare for the report. å¸¦é¢†å›¢é˜Ÿå¯¹ä»»ä½•æ½œåœ¨/实际发生的品质超标事件进行根本原因分析并准备报告。
3. Customer Audit/Complaint/Request å‚与客户对AP的审核、配合投诉调查和需求整改。
4. Internal Audit (incl. eNCR), Internal Non-Conformance; å‚与公司内部的审核（包括eNCR后续关闭）以及内部的不符合项CoNCè·Ÿè¿›.
5. Support on Management of Change (eMOC) relate on Quality system. Such as SWIM、quality control spec change. Ensure MOC policy has been well followed and ensure eMOC has been well trained to related people. æ”¯æŒç”Ÿäº§ç»ç†ç®¡ç†æ¶‰åŠè´¨é‡ç³»ç»Ÿç›¸å…³çš„变更（eMOC），例如SWIM变更、品质管控点变更. ç¡®ä¿ä¸¥æ ¼éµå®ˆå…¬å¸å˜æ›´ç®¡ç†çš„政策并且确保所有和变更相关人员接受此变更的充分培训。
6. Document Management (SWIM、Site form), Sharesite Management for Quality Management system folder. P&ID/Electrical Drawing Management. Share the update information to customer SPOC to inform Customer. æ–‡ä»¶ç³»ç»Ÿç®¡ç†ï¼ˆå¦‚SWIM，现场表格），公共网站上西安工厂目录下质量管理体系文件夹的管理，主流程图和电气单线图的管理，分享与客户相关的变更信息给AP的客户单点联系人将变更信息传达给客户。
7. Support on monthly quality report prepare and join the regional quality review meeting. å®Œæˆæ¯æœˆå“è´¨æŠ¥å‘Šçš„准备工作并参加区域的品质回顾会议。
8. Work with team to improve the BCP part of “Crisis management plan”, develop more executable procedure to response emergency supplying scenarios, and conduct drill for this. åŒå›¢é˜Ÿä¸€èµ·æé«˜â€œå±æœºç®¡ç†è®¡åˆ’”中的BCP部分，针对不同的紧急供应情况开发可执行的程序，并带领团队进行演练。
9. Audit plant PM and MI execution report and record in quarterly and feedback the result to site management team. æ¯ä¸ªå­£åº¦å¯¹å·¥åŽ‚çš„PMå’ŒMI执行情况（报告和记录）进行审核，并将审核结果反馈给现场管理团队。

1. Review the plant analyzer/QMAC/CQC system, all the production supply system/ backup system’s quality management system execution and consistency regularly. to discuss with the appropriate parties if the data starts to slip and assist in developing plans for corrective action. å®šæœŸå®¡é˜…工厂的分析仪、QMAC、CQC系统，所有产品的供应系统、备用系统的品质管理系统的执行情况和一致性。一旦发现品质数据偏离标准，同相关部门讨论制定纠正措施。
2. Conduct audit on routing operation/maintenance activity to make sure quality of product delivered to customer can be well controlled, such as equipment approach temperature records, Daily inspection records, analyzers inspection and maintenance tasks, etc. å¯¹æ“ä½œã€ç»´ä¿®æ—¥å¸¸å·¥ä½œè¿›è¡Œå®šæœŸå®¡æ ¸ï¼Œæ¥ç¡®ä¿æä¾›ç»™å®¢æˆ·çš„产品品质得到保障，例如日常巡检，分析仪检查和维修任务等。 
3. Weekly audit the system of quality operations related records according to ISO9001 and customer requirement. Follow up to close finding and report to operation manager. æ¯å‘¨å¯¹ISO9001体系要求的和客户要求的文档记录进行审核，跟踪关闭发现的问题并向主管汇报结果。

1. Audit plant PM and MI execution report and record in quarterly and feedback the result to site management team. æ¯ä¸ªå­£åº¦å¯¹å·¥åŽ‚çš„PMå’ŒMI执行情况（报告和记录）进行审核，并将审核结果反馈给现场管理团队。

1. Review product quality trends periodically to make sure they meet customer’s quality control line. If any abnormal was found, needs to work related parties define RCA and prepare reports if required. å®šæœŸå®¡æ ¸äº§å“æ›²çº¿ï¼Œç¡®ä¿æ»¡è¶³å®¢æˆ·å¯¹å“è´¨çš„控制线。一旦发现异常，需要同相关团队一起合作定义根本原因，并按需要准备报告。
2. Work with SPOC to support other customer related activities which like quality audit, and coordinate with other parties to take corrective actions timely. åŒSPOC一起支持客户相关活动，例如质量审核并同其他部门合作及时采取整改措施。

JOB REQUIREMENTS å·¥ä½œéœ€è¦

1. Job Incumbent is expected to have College or above with a major in Chemical Engineering, Mechanical Engineering, Electrics, Analytical & Control, Quality testing or related disciplines background. At least 3 years’ lead operator in ASU/BSGS plant or 5 years’ experience in Chemical Industrial Company. Familiar with ISO9001 systems preferred
