Job Description

Bloomberg is seeking a Payroll Tax Operations Specialist to join our Manhattan HQ team. You will be a part of a client-focused team delivering pay to employees in the US & Canada. Our payrolls encompass multiple currencies and are managed in internal systems. 

You will take a strategic lead for all Americas regional wage and tax reporting, ensuring accuracy, timeliness, and compliance through the research, development and administration of efficient payroll policies and operating procedures. The organization and team will engage you in matters that require complex judgments and solutions based on sophisticated analytical thought.

We’ll Trust You To:

  • Audit and manage US and US national payroll reports, ensuring wage and tax accuracy
  • Track and manage employee tax updates and W-2c amendments
  • Track and manage bonus and expat apportionment and tax balance adjustments
  • Assist team with annual 401k and Workers Compensation audits
  • Quarterly ADP tax file and PeopleSoft Reconciliation
  • Manage year-end W-2 file reconciliation (ADP + PeopleSoft)
  • Manage US and Canadian Short Term Business Visitor process and ensure proper withholding and tax reporting in compliance with US state and Canadian regulations, such as the New York 14 Day Rule.
  • Consult with third party tax advisors to obtain, document, and apply guidance as needed
  • Review PeopleSoft tax bundles and coordinate installation with Engineering and manage testing with members of the payroll team
  • Audit and upload of relocation related payments and manual gross up calculations
  • Establish relationships and collaborate with internal and external business partners
  • Partner with peers in Payroll and external vendors to ensure that payroll systems provide accurate payments to employees and compliant reporting  
  • Ensure departmental transactions comply with BLP and Tax authorities’ best practices and policies.
  • Recommend system and process improvements; work on special projects, as needed.
  • Provide year-end process planning support.

You’ll Need To Have:

  • A minimum of 7-10 years relative payroll, multi-state tax, and reporting experience with a large company
  • Experience in reconciling and reporting related to US nationals working abroad
  • Strong organizational skills: attention to detail, and ability to work on multiple projects at once and to quickly shift priorities
  • Strong ability to build partnerships, listen to customers and develop practical, supportable, and efficient solutions to meet customer needs
  • Demonstrated ability to drive process improvements and assist with projects
  • -Demonstrated ability to execute according to defined timelines
  • Demonstrated "all hands-on deck" mentality

  • Demonstrated controls experience
  • Strong knowledge of payroll and auditing procedures and best practices
  • Excellent interpersonal and communication skills; written and verbal
  • Demonstrated ability to work on a geographically dispersed global team
  • Experience using PeopleSoft and ADP SmartCompliance, required; Workday, or similar HCM, preferred
  • PeopleSoft Query experience desired
  • Agile Methodology (Scrum) and Tool (JIRA) experience helpful
  • Ability to work in a fast paced, customer focused environment
